In order to resolve the difficulties faced by his collaborators in the monitoring and management of the award of public procurement, the Director General of the Cameroon Petroleum Depot Corporation (SCDP) requested the Public Contracts Regulatory Agency (ARMP) to build the capacities of ten (10) officials of his structure on the regulations and procedures of award of public contracts.

The training took place from 6 to 8 June in the meeting room of SCDP in Yaounde. The discussions centred around the following points: the method of choice of members of the Evaluation Sub-committee, the method of choice of Independent Observers, intervention by Independent Observers, the problem of designation of the contract engineer, the choice of project manager for contracts that are in lots, management of contracts done under public supervision, the notion of insurance broker, the role of the Technical Monitoring and Acceptance Commission, the composition of a call for expression of interest, the Model Tender File for Imported Supplies, the concept of advance, accepted deadlines for clarification on a bid, the validity of a call for expression of interest, the notions of single and double-phase opening of bids, notions of national preference, variants of bids, determination of deadline for execution of contracts, management of bid of bidders, the link between the General Regulations of the Invitation to Tender and the Special Regulations of the Invitation to Tender, the difference between evaluation criteria and scoring scale of bids, the notion of an absurd and abnormally low bid, the type of contract relating to the cleaning and guarding of premises, the constituent elements of a price, insurance contracts, usefulness of financial capacity, conditions for setting up a supplementary tenders board, verification of authenticity of bidders administrative documents, nature of resolutions of tenders boards, competent jurisdictions for disputes with contractors of foreign bodies, involvement of civil, administrative or criminal judge for the same irregularity in public contracts and the importance of a plea for clemency.

During the seminar, eight training units were dispensed by five ARMP experts, notably: the architecture of the public contracts system, the roles and duties of the main stakeholders, typology of contracts, methods and procedures of award of contracts, structure and content of model tender files, award of contracts and means of appeal, deadlines for award of contracts, evaluation of criteria of bids, use of model tender files and repressive measures of malpractices in the public contracts domain.

At the end of the proceedings, the satisfied learners expressed the wish for another seminar to be organized for them on the monitoring and execution of contracts.
