CALL FOR THE EXPRESSION OF INTEREST No.17/ARMP/DG/2019 OF 07/02/2019 FOR THE TRAINING AND CERTIFICATION OF ACCREDITED CONSULTANTS FOR THE DEPLOYMENT AND EXTENSION OF THE ARMP PRIDESOFT SYSTEM TO ACTORS OF THE PUBLIC PROCUREMENT ECOSYSTEM

Background and subject

As part of the improvement of governance in the public procurement system, ARMP has initiated and developed, with the active participation of certain institutional actors, the open and multiplatform public procurement management system (Pridesoft). The main objectives of the Pridesoft system are :

-to facilitate access to public procurement information through a system of real-time publication of consultations and other data on public procurement by stakeholders;

- to secure access to public procurement through the reinforcement of control measures and authentication of key administrative documents in public procurement processes;

- to accelerate the capacity building of actors through facilitation tools available online;

- to facilitate collaboration between ARMP, Project Owners, service providers and other actors in the public procurement ecosystem.

In line with Decree No; 2018/366 of 20 June 2018 to institute the Public Contracts Code which gives ARMP the role of monitoring and facilitation of the public procurement information system, the Agency aims to involve or to associate consultants or IT firms in the process of the widespread deployment and extension of the Pridesoft system throughout the national territory.

Mission of the listed Consultants The scope of intervention of Consultants will cover :

1- Interfacing Pridesoft to another application

It means to develop applications allowing exchange of data between other computer systems and Pridesoft through billing aligned with the price list of the State..

2-Training in Pridesoft application modules This will involve training and accompanying the actors in the use or operation of Pridesoft through billing aligned with the price list of the State.

Participation conditions This call for expression of interest is open to any undertaking governed by Cameroon law or natural persons in good standing with tax authorities and specialized in software engineering or IT services.

Consultants (corporate or natural persons) wishing to participate are requested to send their letter of expression of interest to the Director General of ARMP and include a complete administrative and tax file consisting of the following documents :

Corporate person :

- A copy of the Trade Register;

- A Certificate of Non-Exclusion from public procurement;

- A Clearance Certificate form the National Social Insurance Fund;

- A Clearance Certificate from the Taxation Department;

- List of staff to be trained;

- CVs of the personnel to be trained;

- Certified copy of the highest degrees in computer science;

- Work contract of the personnel to be trained;

- Receipt of payment of training fees payable to the ARMP Accounting Officer (Head Office) or to the Heads of Administration and Finance Services of Regional Regulatory Centres (in the 10 Regions) or in one of ARMP accounts.

Natural person :

- Legalized copy of the NIC;

- A Certificate of Non-Exclusion from public procurement;

- Copy of taxpayer's card;

- Certified copy of the highest degree in computer science;

- CV

- Receipt of payment of training fees payable to the ARMP Accounting Officer (Head Office) or to the Heads of Administration and Finance Services of Regional Regulatory Centres (in the 10 Regions) or in one of ARMP accounts.

Qualification and Accreditation

The training of the experts will take place at the ARMP Head Office or in Regional Chief Towns, upon payment of the following fees:

Only Consultants who obtain a score greater than or equal to 16/20 per module shall receive the title of Pridesoft expert integrator or expert trainer.

Admissibility of the expressions of interest

Files for expressions of interest must be submitted at the ARMP Head Office or one of its Regional Centres no later than 3:30 pm on 8 March 2019, in a sealed envelope marked:
