In connection with the execution of the project in reference above, the Contracting Authority, The Mayor of Edea I Council, launches a request for quotation to tender for the purchase of material and school supplies, in Edea I Council, Sanaga-Maritime Division, Littoral Region.
Description of service: the service of this consultation is in a single lot, includes the purchase of material and school supplies in Edea 1 council
Participation in this consultation is opened to Cameroonian companies fulfilling required and legal, financial and technical capabilities.
The purchase of material and school supplies, subject of this request for quotation is financed by the Public Investment Budget of the financial year 2023 for a total amount of 11 000 000 ( Eleven millions CFA on the budget head: 57 15641401 464201
The Consultation of the tender file can be obtained from the Contracts Service of Edéa I Council during working hours upon the presentation of receipt of payment of a non-refundable sum of fifteen thousand (15 000) Frs. CFA issued by the Municipal Treasury of Edéa I council.
The bidders must produce the required documents in seven copies that is to say: 01 original and 06 copies. Each tender is written in English or French and should be submitted in one envelope containing two sealed envelopes (one for administrative documents volume I, another for the technical and financial documents volume II) The envelope should be enclosed in a sealed envelop and should carry the inscription.

Under the pain of rejection, the bids should be submitted not late than the 29/08/2023 at 11 O’ clock am prompt, local hour at the Secretariat of the Contracts Service of Edéa I Council PO Box 249 Edéa, situated at Pongo (Administrative head quarter)
The delivery period for supply is fixed at sixty (60) days after notification of the service order.
Under the pain of rejection, the bids should be submitted not late than the 22/08/2023 at 11 O’ clock am prompt, local hour at the Secretariat of the Contracts Service of Edéa I Council PO Box 249 Edéa, situated at Pongo (Administrative head quarter)
Each bidder must include in his administrative documents a bid bond issued by a first class rate-bank approved by the Ministry in charge of Finance of an amount of 2% of the estimated cost of the contract, all taxes included i.e two hundred and twenty thousand francs FCA (220 000) valid for thirty (30) days beyond the original date submission of the bids.
Under the pain of rejection, the administrative documents required, must be produced in original or true copies certified by the issuing service or an administrative authority in accordance with the laws and Special Conditions of the invitation to tender..
The administrative documents should include originals and certified true copies by the issuing services not older than three (03) months:
a) An intent bidding statement stamped and signed;
b) The original of the certificate of non-bankruptcy issued by the High Court of the place of residence of the bidder dating at most three (03) months preceding the date of submission of bids.
c) Attestation of Taxpayers Registration;
d) A Bid Bond
e) The bidder’s bank statement issued by a bank approved by the Ministry of finance;
f) The purchase receipt of the tender file;
g) the attestation of non-exclusion from public contracts issued by the public contracts regulatory agency (ARMP)
h) Business register
i) A copy of the bidding attestation (NSIF) signed by the issuing service
j) A certificate of a non fee that is at most three (03) months old;
k) location plan signed by the enterprise indicated wherein the following ( the headquarter, region , division, subdivision , quarter and locality),
l) A Consortium agreement, if applicable (type, representative, signing authority, etc..)
The technical and financial bid should include quantitative, specifications and cost estimate and filled in accordance with the form provided wherein the consultation file and a statement pledging that the contractor has always terminated his contracts.
The bids should be calculated duty free on the value added tax (VAT) and total taxes with a bidding letter signed and stamped.
The opening of bids will take place on the 29/08/2023 at 12 O’clock, by the Tender Board.
Eliminatory criteria;
- lack of the bid bond;
- The presence in the bid of false documents or forged statements;
- Non conformity with the Bid Form of the tender file;
- The absence of a bid envelop;
- Absence of a quantify unit price;
- The absence of a statement pledging that the contractor always terminated his contracts and is not in the blacklist of the Organ in charge of the regulation of Public Contracts;
- The non production within 48 hours of a non compliant document or a document lacking during the bid opening session.
After discussions, the contract will be awarded to the bidder who have fulfilled the administrative, technical and financial conditions of the tender and assessed as the least price cost bidder.
