The Vice-Chancellor of the University of Bamenda, contracting Authority, launches an Open National Invitation to tender in emergency procedure for the supply and installation of 75 (seventy-five) kits of solar lamps posts for external public lighting of the main campus of the University of Bamenda».
The services include: the supply and installation of 75 kits of solar lamp posts. The kits of the lamp posts should satisfy the following characteristics:
1- SOLAR PANNEL WITH LED CHIP OF 60W and TWILIGHT SWITCH
2- 20A REGULATORS
3- PHOTO VOLTIC MODULES 260 to 280 Wp minimum.
4- INTELLIGENT CONTROLLERS OF THE LAMP POSTS
5- BATTERIES OF 200AH
6- BATTERY CAGES OF GALVANISED SHEETS 20/10
7- MATS OF GALVANISED IRON OR TREATED BLACK IRON Ø90
8- APPRIOPRIATE ELECTRIC CABLE KITS + PEG and EARTH CABLE
9- AUTONOMY LIFE OF 12 HOURS.
Estimated cost of the project is 120 000 000 (one hundred and twenty million) FCFA.
This Invitation to Offer is in a single lot.
Participation for this invitation is open to all legal persons or companies based in Cameroon with wide experience in renewable energy.
The services subject of this invitation will be funded by the autonomous budget of the University of Bamenda, BIP (2018 financial year), imputation : Program 244, Action 06, Activity 17, Section 461, Art+Parag 360057-227607
The tender file can be consulted freely during working hours at the office of Development, Physical Plant and Infrastructure (DPPI) of the university of Bamenda PO box 39 Bambili, after the publication of this Invitation. It can be acquired at the same DPPI of the University of Bamenda, as soon as this Invitation is made public, on presentation of a deposit receipt of a nonrefundable sum of 105 000 (one hundred and five thousand) Francs CFA, payable in any BICEC Agency, into « Special Account CAS-ARMP N° 10001 06860 33598860001 94», representing the cost of the tender file.

The contract duration is six (06) months, starting from the date of signature of the notification of the administrative order for the contractor to start work.
The offers should be accompanied with a bank bid bond of two million four hundred thousand (2 400 000) Francs CFA delivered by a financial institution approved by the Ministry in charge of Finance.
This bond shall be valid for one hundred and twenty (120) days, from the last date of deposit of offers. To avoid rejection of offers, the administrative documents required must be provided in originals or certified copies by the competent authorities, as spelt out in the Special Particular documents in the tender file. They should not be older than three (03) months.

The opening of the offers shall be done on the 17 April 2018 at 10:00 am prompt, in the conference hall of the Vice-Chancellor’s cabinet of The University of Bamenda, by the Internal Tenders Board (ITB) of The University of Bamenda, in the presence of bidders or their representatives who have a sound knowledge of the offer if they so wish.
Eliminatory Criteria
1°- Incomplete administrative documents;
2°- False declaration or falsified documents;
3°- To have abandoned the execution of a public contract in the last three years
4°- External envelop bearing a distinction mark from the bidder
5°- Technical file obtaining less than seventy five (75%) percent of « Yes » in the evaluation of the essential criteria;
6- Incomplete financial offer;
7-Absence of a quantified unit price.
Essential Criteria
The technical offer of each bidder shall be evaluated using a binary notation on the following
criteria:
1°- Presentation of the bid;
2°- Prefinancing capacity: access to some credit, or other financial resources;
3°- Similar jobs realised;
4°- Personnel;
5°- Planning to execute the works.
6- Equipment to execute the works
The detail of the evaluation grid is found in article 16.3 of the Particular Regulations in the tender file (RPAO).
Only technical offers that obtained at least 75% of « Yes » after this evaluation will be retained for further analysis.
The contract shall be awarded to the bidder who qualifies technically and has the lowest financial offer.
The bidders remain committed to their offers for a period of ninety (90) days, from the latest date to deposit the offers.
