Within the framework of the 2016 FEICOM financial year the Government Delegate to the Kumba City Council hereby launches an Open National invitation to tender for the acquisition of three (03) 4x4 pick-up double cabin vehicles
The services of this contract comprise notably: supply of equipment, transportation, handling, setting up and acceptance, where appropriate (KCC).
The estimated cost after preliminary studies is 69 375 000. CFAF (sixty nine million three hundred and seventy five thousands).
Participation in this invitation to tender is open to duly legalized Cameroonian Enterprises that fulfil the requirements of this Open National Invitation to Tender.
Supplies which form the subject of this invitation to tender shall be financed by FEICOM 2016 financial year.

Each bidder must include in his administrative documents, a bid bond issued by a firstrate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 13 of the Tender File, of an amount of 1 387 500 CFA francs and valid for thirty (30) days beyond the date of validity of bids.
Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the secretariat of the Government Delegate to the Kumba City Council not later than 21/09/16 at 10 am and should carry the inscription:

The bids shall be opened in single phase.
The opening of administrative documents the technical and financial bids on 21/09/16 at 11 am o'clock local time by the Tenders Board of GDKCC situated at KCC hall
Only bidders may attend or be represented by a duly mandated person .
They include notably:
Absence of bid bond ;
- False declaration or falsified document;
- Non-compliance with major technical specifications of the supply ((to be listed);
- Non respect of X essentiel criteria (X being greater than or equal to 1);
Absence of quantified unit price ;
Non-compliance with the model tender;
- Absence of prospectus accompanied by the technical sheets from the manufacturer;
- Absence of agreement or authorization from the manufacturer,.
14.2 Essentiel criteria
The criteria relating to the qualification of candidates could indicatively be on the following:
- Turnover:(at least 100 000 000)
- Availability of spare parts;
- After-sales service;
- Presentation of bid;
- Experience of staff (where applicable);
- Access to a credit line or other financial resources (at least 69 000 000)
Availability of essential material and equipment (where necessary).
The contract shall be awarded to the bidder whose bid was judged essentially in conformity with the Tender file and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, were necessary, proposed rebates.
Bidders will reman committed to their offers for 60 days from the deadline set for the submission of bids.
