SCIPIO IN IDENAU COUNCII,.

2.Consistance des prestations New(Additif)

The works comprise the outcome of the preliminary studies carried out and the detailed information provided for in the technical specifications.

3.Cout Prévisionnel New(Additif)

The estimated cost alter preliminary studies is 19 000 000 F CFA.

4.Participation et origine New(Additif)

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation ta tendei^..

5.Financement New(Additif)

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budgs.:t of the 2016 financial year as follows: "ARRETE CONJOINT N^° 0042/MINATD/MINEPAT DU 08 JUIN 2016 portant déblocage et affectation de la quotes parts de la dotation Générale d'Investissernem au titre de l'exercice budgétaire 2016".

6.Consultation du Dossier New(Additif)

The file may be consulted during working hours (7:30am — 3:30pm) at the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The file may be obtained from the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published against payment of a non-refundable sum of 40.000 FCFA for the tender to the Idenau Municipal Treasury with an acknowledgement receipt thereof.

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the office of the Divisional Delegation of Public Contracts Fako not later than 23/09/2016 at 9 am and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum deadline provided for by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months.

10.Cautionnement Provisoire New(Additif)

Under panalty of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the Special Conditions of the Invitation to tender. They must not be older than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on the 23/09/2016 at 10.00 am local time by the Fako Divisional Tenders Board in the Conference Hall of the Divisional Delegation of Public Contracts Fako, located at the Finance Building. Only bidders may attend or their duly accredited representatives with Power of Attorney

13.Critères d'évaluation New(Additif)

Main Eliminatory Criteria

A bid shall be rejected if:

It lacks any Administrative document;

The technical score is less than the minimum required;

It has any fake or forged document;

Absence of quantified unit price.

Noncompliance with the model bid documents (Documents 9 and 10).

Tt carries any false information.

Enterprise has any abandoned project

The criteria for qualification of candidates should be on the following:

Access to credit or other financial sources (10 million francs at least): Yes / No
References of similar jobs: Yes / No
Availability of material and essentiel equipment : Yes / No
Experience of supervisory staff: Yes / No
Methodology Yes/No
Turnover as in business license above or equal to 05 million francs CFA:
Qualified personnel relevant to the job.

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

NB: the marking scale for bids by award of points is banned in favor of the binary method (Yes or No).

14.Attribution New(Additif)

The Contract shah be awarded to the lowest bidder fulfilbag the bcst technical and financial conditions.

15.Durée Validité des Offres New(Additif)

^Bidders will reniain committed to their bids for niFct^-y^- (90) days from the deadline set for the submission of tenders
