Within the framework of the 2023 PUBLIC FUNCTIONING BUDGET, the lord Mayor of MANJO Council, Contracting Authority, an hereby launches with urgency on behalf of the Ministry of Basic Education, open national invitation to tender for the supply of minimum paquet to Publics Primarys Schools in MANJO Town, MANJO Council, Moungo Division, Littoral Region.

The necessary equipment that is the subject of this Quotation request concerns the following elements:

Participation in this invitation to tender is open to any Cameroonian law firm, justifying the administrative and financial capacities required for the proper performance of the services that constitute the object.

The services, which are the subject of this Quotation Request, are financed by the Public Functioning Budget of MINBE, Fiscal Year 2023, through the budget line No. 57 15 102 02 641421 464201 426.

Upon publication of this notice, the Quotation Request may be consulted during working hours, in the Mayor Secretary of Manjo council, Project Owner.

Each offer, written in French or in English, in Seven (07) copies, among which one (01) original and six (06) copies marked as such, conforming to the prescriptions of the Request for Quotation, must be filed against receipt in closed envelope, at the Service of the internal contracts award commission of Manjo, no later than 07/07/2023, at 11:00 AM (time limit) and must be marked:

FOR THE SUPPLY OF MINIMUM PAQUET TO PUBLICS PRIMARYS SCHOOLS IN MANJO TOWN, MANJO COUNCIL, MOUNGO DIVISION, LITTORAL REGION
"To be opened only during the bid opening session".

The delivery time for the equipment is set at Thirthy (30) days maximum from the date of notification of the start-up service order

Each tenderer must attach to his administrative documents, a provisional guarantee issued by a first-rate banking institution approved by the Ministry in charge of Finance, amounting to  one hundred and eighty thousand (180 000) FCFA, valid for thirty (30) days from the deadline for submission of tenders.

NB:

• They must not be older for more than three preceding the original date of submission must have been established after the signing of the tender notice.
• Administrative documents must be produced in the original or certified true copies.
• The different parts of the file must be separated by color dividers, both in the original and in the copies.
• Any document stamped with the tax will also be stamped with the communal receipt. D Apart from the bid bond, the absence of one of the mentioned above will result in the systematic rejection of the offer 48 hours after opening of the bids.

The provisional bond will be released no later than thirty (30) days after the bid validity period for unsuccessful bidders. For the tenderer awarded the contract, the provisional security will be released after constitution of the final guarantee.
Under threat of rejection, the required administrative documents must be produced in originals or certified true copies by the issuing services, as the case may be, according to the indications of the Specific Regulation of the Notice to Request. They must be dated after the date of publication of the Quotation Request.
The duly stamped and signed bid, according to the template contained in the Tender File, will show the costs in CFA francs excluding taxes and all taxes.

The opening of the folds will be don at once. The opening of the Administrative, Technical and Financial Bids will take place on the  07/07/2023, at 12:00 prompt, at ceremony room council of Manjo.
Each tenderer may attend this opening session or be represented by a duly authorized person of his choice, having a perfect knowledge of his offers.

Eliminatory criteria:
a) The incomplete Financial far after the opening of the bids;
b) Falsified, scanned or non-compliant documents (Subject to the provisions of point 1.1 of Circular No. 002/CAB/PM of 31 January 2011 on improving the performance of the public Contracts system).
c) Misrepresentation in the Bidder's Bid, regardless of the File For this purpose, the Contracting Authority and the DTB reserve the right to authenticate any document of a doubtful nature;
d) Non-acceptance of contract clauses (CCAP and CCTP not initialed, unsigned and undated at the end);
e) Failure to submit in the Bidder's Technical Offer a Declaration of Honor by which the Bidder certifies that not only does it not, as a Company or Member of a Group of Companies abandoned market in the past three (03) years, but also not on the list of failing companies established annually by the Ministry of Public Procurement;
f) Modification of a quantity in the Quote;
g) Total absence of a quantified price in the financial offer;

Deposit date line
For this Request for Quotation, the deposit date line at twenty (20) calendar days for companies wishing to participate in it from the date of publication of the Request for Quotation.

The Contracting Authority will award the contract to the tenderer submitting the lowest bid and fulfilling the required administrative and finance capacity.
