Within the frame work of the execution of the 2018 state budget, the State of Cameroon represented by the Divisional Delegate of Public contracts for Donga-Mantung Division hereby launches an Open National Invitation to Tender, through the Emergency procedure for the construction of socioeconomic infrastructures relating to some border kits in Nwa Sub-Division, Donga-Mantung Division, North West Region (lot 1: Market hangar in Sih border market)

The services involved in this invitation to tender shall require the construction of a market hangar in Sih Border Market, Nwa Sub-Division in Donga Mantung Division in the North West Region.

The estimated cost after preliminary studies for this project stands at Thirty-two million Five hundred and eighty-five thousand and forty-five fcfa (32,585,045) all taxes inclusive.

The works are in one (01)as follows:

Participation is open under the same conditions to all Cameroonian Companies and business concerns that have proven experience in the field of building construction and civil engineering, in general, and who are not currently suspended from public procurement.

The said works shall be financed as per the programmed budget of the 2018 Public Investment Budget (PIB 2018) of the Republic of Cameroon under the Ministry of Economy, Planning and Regional Development assigned to the Divisional Delegate of MINEPAT for Donga-Mantung.

 The Tender documents maybe consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the Divisional Delegation of Public Contracts DONGA-MANTUNG.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including one (01) original and six(06) copies marked as such. These shall be submitted in one sealed external envelope containing three(3) internal envelopes; (A: Administrative File, 8: Technical File. C: Financial File). The sealed external envelope shall bear no information about the enterprise, and should reach the Divisional Delegation of Public Contracts for Donga-Mantung, Service for the award of Contracts, not later than 10:00amon 30^th April 2018, and should carry the inscription:

In case of any ambiguities or differences, only the original shall be considered authentic.

The maximum duration of execution provided for by the Contracting Authority shall be four calendar (04) months (120calendardays),as from the date of notification to the contractor to start work.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance -the list of which is found in document No. 12 of the Tender File, whose amount is Six hundred and Fifty thousand (650,000) fcfa. And valid for thirty (30) days beyond the deadline of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required Performance Guarantee for good execution is provided.

At the risk of being rejected, only originals or true copies certified by the issuing service or Administrative Authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender. They must obligatorily be not older than three (3) months as at the date of submission of bids. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance,.

The opening of the bids in one phase shall be done at 11:00am, on 30^th April 2018 in the Conference Hail of the Divisional Delegation of MINMAP for Donga-Mantung Division by the Divisional Tender Board, Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity

Evaluation criteria; the evaluation of bids shall be carried out in three stages:

> 1^st Stage: verification of the conformity of each administrative document;

> 2^nd Stage: Evaluation of technical bids;

> 3^rd Stage: Analyses of Financial bids.

The criteria of evaluation shall be as follows:

Eliminatory criteria

Absence of a document in the administrative file;

Bids submitted after the deadline for submission:

Deadline of execution more than the prescribed:

False declaration or falsified documents;

External envelope bearing identification marks of the Bidder;

Absence of or insufficient bid bond;

Bidders who have been suspended from public procurement

Omission of a quantified task on the in the financial bid;

Enterprise with an abandoned or overdue contracts beyond contractual deadline.

Main Qualification criteria: The criteria relating to the qualification of candidates could Indicatively be on the following:

• Financial situation

•Experience

• Personnel

• Equipment,

• Methodology/organization of the site

The evaluation shall be done in a purely binary manner, YES or NO. The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the Tender File and on the basis of the lowest bid and technical quality, refer article 33 of the Public Contracts Code.

The bidders shall remain committed to their bids during a period of (ninety) 90daysfrom the deadline set for the submission of bids.

AMENDMENT TO THE INVITATION TO TENDER: The Delegated Contracting Authority reserves the right, if need be, to subsequently amend this Invitation to tender inconformity with the Public Contracts Code.
