Within the framework of the execution of the 2018 state budget, the State of Cameroon represented by the Divisional Delegate of Public contracts for Donga-Mantung Division hereby launches an Open National Invitation to Tender, through the Emergency procedure for the construction of socioeconomic infrastructures relating to some border kits in Nwa Sub-Division, Donga-Mantung Division, North West Region (lots 5 & 8)
The services involved in this invitation to tender shall require the construction of socio economic infrastructures relating to some border kits in Nwa Sub-Division, Donga-Mantung Division, North WestRegion (lots 5&6).

Participation is open under the same conditions to all Cameroonian Companies and business concerns that have proven experience in thefield of building construction and civil engineering, in general, and who are not currently suspended from public procurement.
The said works shall be financed as per the programmed budget of the 2018 Public Investment Budget (RIB 2018) of the Republic ofCameroon under the Ministry of Economy, Planning and Regional Development assigned to the Divisional Delegate of MINEPAT for Donga-Mantung.
The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the Divisional Delegation of Public Contracts DONGA-MANTUNG.
The Tender file may be obtained from the Divisional Delegation of Public Contracts DONGA-MANTUNG Tel: 237, 677412886 as soon as this notice is published against payment of a non-refundable sum of Fifty Thousand (50,000Fcfa), CFA francs, and payable at any Public Treasury or the Municipal Treasury of NWA Council.
Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including one (01) original and six (06) copies marked as such, These shall besubmitted in one sealed external envelope containing three (3) internal envelopes; (A: Administrative File, B: Technical File, C: Financial File). The sealed external envelope shall bear no information about the enterprise, and should reach the Divisional Delegation of Public Contracts for Donga-Manlung, service for the award of Contracts, not later than 10:00am on 2nd May 2018, and should carry the inscription:

In case of any ambiguities or differences, only the original shall be considered authentic.
N/B: Any bidder who may go in for more than onelotis required to submit only one Administrative file and separate technical and
financial files for each lot, but will make sure that the Administrative file is found in the lot that will be opened first.
The maximum duration of execution provided for by the Contracting Authority shall be four calendar (04) months (120 calendar days) per lot, as from the date of notification to the contractor to start work.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance - the list of which is found in document No. 12 of the Tender File, whose amount is as follows, and valid for thirty (30) days beyond the deadline of validity of bids. Bid bonds for unsuccessful bidders shall bewithdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall beretained until the required Performance Guarantee for good execution isprovided.

At the risk of being rejected, only originals or true copies certified by the issuing service orAdministrative Authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender. They must obligatorily be not older than three (3) months as at the date of submission of bids. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance..
Bids shall be opened by the Divisional Tenders Board for Donga-Mantung in a single phase on the 2nd May 2018 at 11 am local time for all lots, lot 2,3, and 4lot in that order in the conference hall of the Divisional Delegation of Public Contracts Donga Mantung.
Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected. Bids shall be opened and assessed in a single (01) phase of two stages where:-
a) Stage 1 shall involve:
i) Opening and appraisal of validity, authenticity and completeness
Opening of envelopes containing technical documents to appraise and evaluate technical proposals
NB: Any bids which shall not obtain 80% score in the technical evaluation shall simply be eliminated.
b) Stage it Opening offinancial offers to appraise proposed amount for the project.
Evaluation criteria; The evaluation of bids shall becarried out in three stages:
> 1st Stage: verification oftheconformity of each administrative document;
> 2nd Stage: Evaluation of technical bids;
> 3rd Stage: Analyses of Financial bids.
The criteria of evaluation shall be as follows:
Eliminatory criteria
Main Qualification criteria: The criteria relating to the qualification of candidates could indicatively be on the following:
• Financial situation
• Experience
• Personnel
• Equipment.
• Methodology/organization of th esite
The evaluation shall be done in a purely binary manner, YES or NO. The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of theTender File and on he basis of the lowest bid and technical quality, refer article 33 of the Public Contracts Code
The bidders shall remain committed to their bids during a period of (ninety) 90 days from the deadline set for the submission of bids.
