Within the frame work of the execution ofthe 2018 state budget, the State of Cameroon represented by theDivisional Delegate of Public contracts for Donga-Mantung Division hereby launches an Open National Invitation to Tender, through the Emergency procedure for the construction socioe conomic infrastructures relating tosome border kits in Nwa Sub-Division, Donga-Mantung Division, North WestRegion (lots 9&10)

The services involved in this invitation to tender shall require the construction socioeconomic infrastructures relating tosome border kits in Nwa Sub-Division, Donga-Mantung Division, North West Region (lots 9 &10).

The estimated cost after preliminary studies for each lot stands at the following, all taxes Inclusive.

The works are in two (02) lots and any potential bidder may go in for all two(02) lots as follows

Participation is open under thesame conditions to all Cameroonian Companies and business concerns that have proven experience inthe field of building construction and civil engineering, in general, and who are not currently suspended from public procurement

The said works shall be financed as per the programmed budget of the 2018 Public Investment Budget (PIB 2018) of the Republic of Cameroon under the Ministry of Economy, Planning and Regional Development assigned to the Divisional Delegate of MINEPAT for Donga-Mantung.

The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the Divisional Delegation of Public Contracts DONGA-MANTUNG.

The Tender file may be obtained from the Divisional Delegation of Public Contracts DONGA-MANTUNG Tel: 237, 677412886 as soon as this notice is published against payment of a non-refundable sum of Fifty Thousand (50,000Fcfa), CFA francs, and payable at any Public Treasury or the Municipal Treasury of NWA Council

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including one(01) original and six (06) copies marked as such. These shall be submitted in one sealed external envelope containing three (3) internal envelopes; (A: Administrative File, B: Technical File, C: Financial File). The sealed external envelope shall bear no information about the enterprise, and should reach the Divisional Delegation of Public Contracts for Donga-Mantung, service for the award ofContracts, not later than 10:00am on 03rd May 2018, and should carry the inscription:

"To be opened only during the bid-opening session"

In case of any ambiguities or differences, only the original shall be considered authentic.
N/B: Any bidderwho may go in for more than one lot is required to submit oniy one Administrative fiie and separate technical and financial files foreach lot, but will make sure that the Administrative fiie is found in the lot that will be opened first

The maximum duration of execution provided for by the Contracting Authority shall be four calendar (04) months (120 calendar days)per lot, as from the date of notification tothe contractor to start work,

Each bidder must include inhis administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry inchargeof finance -the list of which is found in document No. 12 of theTender File, whose amount is as follows, and valid for thirty (30) days beyond the deadline of validity ofbids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required Performance Guarantee for good execution is provided.

At the risk of being rejected, only originals ortrue copies certified by the issuing service or Administrative Authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to
Tender. They must obligatorily be not older than three (3) months asat the date of submission of bids. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank  approved by the Minister in charge of Finance.

Bids shall be opened by the Divisional Tenders Board for Donga-Mantung in a single phase on the  03rd May 2018 at 11am local time for all lots, lot 2,3, and 4 lot in that order in the conference hall of the Divisional Delegation of Public Contracts Donga Mantung.
Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected. Bids shall be opened and assessed in a single (01) phase of two stage

a) Stage I shall involve:
i) Opening and appraisal of validity, authenticity and completeness
ii) Opening of envelopes containing technical documents to appraise and evaluate technical proposals
NB: Any bids which shall not obtain 80% scorein thetechnical evaluation shall simply be eliminated.
b)Stage II Opening of financial offers to appraise proposed amount for theproject.
Evaluation criteria; The evaluation ofbids shall be carried outin three stages:
>1st Stage: verification of the conformity of each administrative document;
> 2nd Stage; Evaluation of technical bids;
> 3rd Stage: Analyses of Financial bids.
The criteria of evaluation shall be as follows:
Eliminatory criteria

• Absence of a document in the administrative file;

• Bids submitted after the deadline for submission;

• Deadline of execution more than the prescribed;

• False declaration or falsified documents;

• External envelope bearing identification marks of the Bidder;

• Absence of, or insufficient bid bond;

• Omission of a quantified task on the bill of quantities and cost estimates
• Enterprise with an abandoned or over due contracts beyond contractual deadline
• Failure to obtain atleast80% in the evaluation of theTechnical proposal.
  
  
  • Any bidder who has been suspended from public procurement

Main Qualification criteria: The criteria relating to the qualification of candidates could indicatively be on the following:

• • Financial situation
  • Experience
  • Personnel
• • Equipment,
  • Methodology/organization of the site
  •A site visit report

The evaluation shall be done in a purely binary manner, YES or NO. The Contract shall be awarded tothebidder whose bid is in conformity with the dispositions of theTender File and on the basis of the lowest bid and technical quality, refer article 33 of the Public Contracts Code.

The bidders shall remain committed to their bids during a period of (ninety) 90 days from the deadline set for the submission of bids

AMENDMENT TO THE INVITATION TO TENDER: The Delegated Contracting Authority reserves the right, if need be, to subsequently amendthis invitation to tender inconformity with the Public Contracts Code.
