Within the framework of the execution of the 2018 state budget, the State of Cameroon represented by the Divisional Delegate of Public contracts for Boyo Division hereby launches an open national invitation to tender by emergency procedure for the construction of a block of two(02) Housings for Teachers at GS Kikfuini in Njinikom subdivision.-Boyo Division in the North West Region.

Work to be done consists of:
> Preparatory works
> Earth works
> Foundation
>Wall masonry (elevation)
> Carpentry-roof works
> Joinery/Metals
> Electricity
> General finishing
> Plumbering and Sanitatory fittings
> Painting
> General rain water drainage (External works)

The estimated cost after preliminary studies is Seventeen million  (17,000,000) fcfa.

Participation in this invitation to tender is open to competent Cameroonian enterprises that are in compliance with the fiscal laws and who are not currently excluded from public procurement.

The said works shall be financed as per the programmed budget of the 2018 Public Investment Budget (PIB 2018) of the Republic of ameroon under the Ministryof Basic Education assigned to the Mayor of Njinikom Council.

The Tender documents maybe consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the Divisional Delegation of Public Contracts BOYO.

The Tender file may be obtained from the Divisional Delegation of Public Contracts Boyo as soon as this notice is published against payment of a non-refundable sum of thirty four thousand (34,000) CFA francs, payable at Njinikom Municipal treasury. Such receipt shall identify the payer as representing the company that wants to participate in the tender.

Each bid written in English or French shall be signed by the bidder or by a duly Authorized representative and presented in Seven (7) copies that is one (01) original and six (06) copies labelled as such. These shall be submitted in one external envelope-sealed, containing three (3) internal envelopes, that is. Envelope A: Administrative Documents, Envelope B: Technical file and Envelope C: Financial file. The sealed external envelope shall bear no information about the company and shall reach the Divisional Delegation of Public Contracts for BOYO, Divisional Service in charge of the award of contracts not later than the 27/04/2018 at 10am local time and note should be taken that in case of any ambiguities or differences during opening, only the original shall be considered authentic. The sealed pack shall bear the following inscriptions:

The maximum deadline for the execution provided for by the Contracting Authority shall be three months (90 calendar days) with effect from date of notification of the Administrative Order to start
works. The work is the construction of a block of two(02) Housings for Teachers at GS Kikfuini in Njinikom subdivision, Boyo Division, North West Region;

Each bidder must include in his administrative documents, abid bond issued bya first-rate banking establishment approved by the Ministryin charge of finance - the listofwhichis found in document No.12 of the Tender File, whose amount is three Hundred and forty thousands FCFA (340,000) francs CPA, and valid for thirty(30) days beyond the deadline of validity of bids.

At the risk of being rejected, only originals or certified true copies by the issuing  Service or competent authorities must imperatively be produced in accordance with the Special Regulations of this Invitation to Tender. They must not be more than three (3) months old as at the date of submission of bids or must not be established before the signature of the tender notice. Any bid not incompliance with the prescriptions of the Tender File shall be declared inadmissible and shall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance and valid for a period of thirty days.

The bids shall be opened ina single phase, in the conference hallof the Divisional Delegation of Public contracts Boyo,on 27/04/2018 at 11:00am. Only bidders ortheir authorized representatives, having a perfect knowledge of the file may attend the bids opening session. Any bid which shall not comply with the requirements of the Tender File shall be rejected.

The bids shall be evaluated in three (03) steps;

> 1^st Step: Verification of the conformity of the Administrative file;

> 2^nd step: Evaluation of the technical file;

> 3^rd Step: Analyses of the financial file.

The criteria of evaluation are the following.

 Eliminatory criteria

 Administrative documents

• Any offer not in conformity with the prescriptions of this tender file shall be declared inadmissible. Especially the lack of the Bid bond;

• False declaration or falsified documents,

Technical File

• Incomplete or noncompliant documents;

• False declaration, forged or scanned documents;

• Absence of the Prefinancing capacity of at least four million two hundred and fifty FCFA (4 250 000 FCFA);

• Technical assessment mark lower than 80% of "YES".

 Financial Offer

• Incomplete financial Offer;

• Noncompliant documents;

• Omission of quantified unit price in the financial offer;

• Absence of breakdown price;

• Modification of the model breakdown unit price.

 Essential criteria:

The technical offer of the bidder shall be assessed along the following lines

• Special Technical Clauses initialed in all the pages, dated, stamped and signed on the last page;

• Special Administrative Clauses completed and initialed on all the pages, dated stamped and signed on the last page.

The evaluation will be done in a purely binary manner - (yes) or (no).The contract shall be awarded to the bidder who would have obtained a minimum technical score of 80% in the essential criteria and 100% in the eliminatory criteria, taken in consideration and who would have proposed abidwith the lowest amount. In conformity with the regulations of the tender documents.(see article 33of the Public Contracts Code).

Bidders shall remain committed to their offers for a period of ninety(90) days from the last date of the submission of tenders, that is, the tenders shall be valid for 90 (ninety)days with effect from their submission deadline.
