Within the framework of 2018 Public Investment Budget, The Divisional Delegate of Public Contracts for Boyo Division, Delegated Contracting Authority, hereby launches an Opened Notional Invitation to tender by emergency procedure for the Rural Electrification of KUMTEM village in Fundong Sub Division, Boyo Division
Work to be done consists of
- Construction of an MV single phase line;
- Construction ofan MV/LV single phase line in Ix34.4mm2 Almelec & 4x25 Mm2 Aluminum Twisted Cables;
- Constructionofan LV single phase linein 4x25 mm2 twisted Aluminum cable;
- Installation of a H61-25kva, 17.32kv/B2 single phase transformer
- Installation of one control connections with 2x16 mm2 Aluminum cable;
- Production and validation
- The Sundry expenses will consist of:
- Clearing and pruning 7m width on each side of the network.
- Transportation of wooden poles, materials and workers.
The estimated cost after preliminary studies is 20 492 000 FCFA (twenty millionfour hundred and ninety two thousand FCFA)
The work is as follows: The rural electrification of KUMTEM village in Fundong Sob Division, Boyo Division
Participation to this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.
Works which form the subject of this Invitation to Tender shall be financed by the 2018 Public Investment Budget

The file may be obtained from the Divisional Delegation ofPublic Contracts for Boyoin Fundong, Contract Award Service, as soon as this notice is published against payment of the sum of 41 000 CFA
francs (forty one thousand Francs CFA), payable at a Public Treasury, representing the cost of purchasing the Tender File.
Each offer drafted In English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Divisional Delegation of Public Contracts tor BoyoIn Fundong, not later than 27/04/2018 at 10:00 am local time and should carry the inscription:

Themaximum deadline provided bythe Delegated Contracting Authorityforthe execution of the works forming the subject of this Invitation to tender is Ninety (90) days
Each bidder mustInclude in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose listIs found in document N°. 12 of the Tender File,ofan amount of 409 840 (four hundred and nine thousands eight hundred and forty fransc CFA) and valid forthirty (30) days beyond the date of validity ofbids
Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must Imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
They must obligatorily not be older than three (3)months preceding the date of submission of bids or may be established after the signature of the tender notice
Any bid notin compliance with the prescriptions of the Tender Fileshall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance..
The bids shall be opened Ina single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the 27/04/2018 at 11: 00am localtime, in the conference hall of the Divisional Delegation ofPublic Contracts, byIts competent Members. Only bidders may attend or be
represented by duly mandated persons of their choice and having a good knowledge of their files.
Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
A. Ellminatory criteria
1. Absence or non-conformity of an element in the administrative file;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or insufficient bid bond;
5. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6. Incomplete financial file;
7. Change of quantity or unit;
8.Non respect of 37/43 (85%) of essential criteria;
9.Non completion of any project in the last three years within the National Territory and suspended by MINMAP in 2017
B. Essential criteria
1- General presentation of the Tender Files;
2-Financial capacity;
3- References of the company in similar achievements;
4- Quality of the personnel;
5- Technical organization of the works;
6- Safety measures on the site;
7- Logistics;
8- Attestation and report of site visit;
9- Special Technical Clauses initialed in all the pages;
10-Special Administrative Clauses completed and initialed in all the pages.
This evoluation will be done ina binary way (yes) or (no) withan acceptable minimum of 37/43 (85%) of the essential criteria taken in account.
The Contract will be awarded tothe bidder whowould have proposed the offer with the lowest amount, In conformitywiththe regulations of theTender Documents and having satisfied to 100% of the
eliminatory criteria and at least 37/43 (85%) ofthe essential criteria.
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
