Within the framework of the 2016 Decentralization Budget, the Divisional Delegate of the Ministry of Public Contracts of Diamaré (Contracting Authority) hereby launches for the Mayor of GAZAWA Councilan Open National Invitation to tender following emergency procédure, for the construction of and tree (03) block of toilettes with four (04) parties in Govemment Primary's School of Wouro-Wadou, Zoumba a Mayel-Naoude in Gazawa Council, Diamare Division, Far -North Région

2.Consistance des prestations New(Additif)

The Works, which form the subject of this open national invitation to tender, shall consist in the construction of and tree (03) block of toilettes with four (04) parties in Govemment Primary School of Wouro-Wadou, Zoumba a Mayel-Naoude in Gazawa Council.
The services of this contract include:

Preliminary work;

Masonry from the foundation and walls;

Roof and ceiling works ;

Metal joinery;

Plombing;

Painting;

Road and utilities.

Estimate cost 10 500 000 CFA FRANCS

4.Participation et origine New(Additif)

Participation to this invitation to tender is open to Cameroonian enterprises that are in compliance with the fiscal iaws and having a good experience in the domain concerned. Each bidder must give true information that will lead to choose the one who will carryout the contractwell.

9.Delai de Livraison New(Additif)

The maximum deadline provided by the Mayor is two (02) months with effect from notification of the service order to start work.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in bis /her administrative file a provisional guarantee of the tune for the amount of two hundred and tent thousands (210 000) Francs CFA issued by a first-rate bank or Insurance Company registered at the Ministry of Finance. For fear of rejection , the required administrative documents must be produced in original or certified true copies by the services who issued them bound, dating anyless than three months.

11.Recevabilité des Offres New(Additif)

Any bid not in conformity with the specifications of this tender file shall be rejected .Notably, the absence of the provisional guarantee issued by afirst-rate bank or Insurance Company approved by the Ministry of Finance orthe non compliance of the model documents of the tender file shall lead to outright rejection of the bid without any possible appeal.

The opening of bids will be in one phase in the presence of bidders or their duly mandated representative who choose to attend on 56/09/2016 at 15:00 pm at the Conference hall of the Divisional Delegation of the Ministry of Public Contracts of Diamaré in Maroua at COMiCE headquarters.

Tenders shall be evaluated in three (3) stages:
Stage1:Verification of each tendere's compliance of the administrative file.
Stage 2: Technical evaluation of compilant's administrative files

Stage 3: Verification of the financial offers of contractors with compilant administrative and technical files.
The evaluation criteria are as follows:
Eliminatory criterion

Administrative documents

Absence of any of the administrative file;

Fake document in the administrative file;

False declaration in the administrative file;

Technical proposal

Incomplete or non-compliant documents,

False declaration, forged or scanned documents,

Failure to meet at least thirty for (34) out of the forty nine (49) essential criteria.

Financial offer

Incomplete financial offer,

Non-compliant documents,

Omission ofa quallfied unitprice inthefinancial offer.

Absence of a sub-detailed price,

Unrealistic orerroneous sub-detail price.

Essential criteria

The technical proposal shall be evaluated as per the following Forty nine (49) essentials criteria below:

Presentation outofthree (03) criteria

Supervisory staff out of thirty (13) criteria c) Site equipment to be mobilized out of twelve (12) criteria

Methodology out of Ten (10) criteria

Contractons references and pre-Financing capacity out ofeleven (11) criteria

14.Attribution New(Additif)

The Divisional Delegate of the Ministry of Publics Contracts (Contracting Authority) shall award the tender to the lowest bidder, whose technical and financial file conform with the tender documents in accordance with the provisions of article 6 of page 28 through 33 of the regulations governing the tender showing the technical evaluation of bids.

15.Durée Validité des Offres New(Additif)

The bidders remain legally engaged by virtue of their tender for a period of ninety (90) days from the deadline set for the submission of their bids.
