Administrative documents must imperatively be only originals or true copies certified by the Issuing service or administrative authorihes(Senior Divisional Officer, Divisional Officers) in accordance with the Special Regulations of the invitation to tender. They must obligatorily net be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

Any bid not in compliance with the prescriptions of the Consultation File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

Bids will be opened on the 10/05/2017 at 11:00 am in the conference hall of UNVDA, by the Internal Tender's Board, in the presence of the bidders or their mandated representatives with
full knowledge of the files if they desire. The bids will be evaluated exctusivety of Value Added Tax (EVAT) and AH Taxes Inclusive (ATI) and accompanied bya signed model submission.

Only bidders may attend or be represented by a duly mandated person who has a perfect mastery of the file.

Evaluation criteria
The elimininatory criteria of this consultation are the followlng;

• False déclarations, substituted orforgedadministrative documents;
• Absence of the accreditation;
• Technical score less than 80 out of 100 points;
• Presence of financial information in Ihe technical bid.

 Essential criteria

The technical bids will be evaluated over one hundred (100) marks according to the following criteria:

Evaluation criteria and essentiai sub criteria, for each lot, are detaited in the Special Regulations of the tender.

The insurer fo be chosen shall be the one with the best bid.

Bidders shall remain committed by their bid for ninety (90) days with effect from the date of submission of bids.
