The Vice-Chancellor of the University of Buea hereby launches Open National Invitation to Tender No.009/ONIT/TB/UB/18 of 10/04/18 for the Installation of Permanent Electricity at Classroom Block III and Technology Block of the University of Buea.
The services of this Jobbing Order comprise purchasing of equipment and material, transportation and installation works for permanent electricity at Classroom Block III and Technology Block.
The estimated cost after preliminary studies is as follows: Lot I: 15,000,000 (fifteen million) FCFA including taxes. Lot II: 40,000,000 (forty million) FCFA including taxes.
The supply is in two lots.
Participation in this invitation to tender is open to all Cameroon based qualified registered enterprises that must have proven expertise in the domain of electricity supply.
The services which form the subject of this invitation to tender shall be financed by the Investment Budget of the University of Buea, 2018 financial year,
Tender documents can be consulted during working hours at the Development Office, Room 211, Central Administration Building of the University of Buea, P.O.Box 63, Buea, as soon as this notice is published.
The file may be obtained from the Development Office Secretariat, Room 211, Central Administration Building of the University of Buea, P.O. Box 63, Buea, as soon as this notice is published upon presentation of a receipt of payment of a non-refundable sum of 50,000 (fifty thousand) CFA francs, payable at special ARMP account No.33598842001-44 at BICEC.
Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Development Office Secretariat, of the University of Buea, in Room 211 of the Central Administration Building not later than12.00 midday on 16/05/2018. The bids should be addressed to The Vice-Chancellor, University of Buea, P.O. Box 63, Buea. The khaki brown envelope containing the bids should be marked on the top right hand corner:

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the delivery of this supply is four (04) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry of Finance of an amount of 300,000 (three hundred thousand) CFA francs for Lot I and 800,000 (eight hundred thousand) FCFA francs for Lot II and valid for thirty (30) days beyond the date of validity of bids. See Document 12 of Tender file.
Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or be established after the signing of the tender notice.
Any bid which is not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non- respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.
The bids shall be opened in a single phase. The opening of administrative, technical and financial bids will be on 16/05/2018 at 01:00 p.m local time by the University of Buea Tenders Board in the Board Room of the Central Administration Building, in the presence of the contractor or a duly mandated representative.
Only bidders may attend or be represented by a duly mandated person.
Esseitial criteria
Technical bids shall be evaluated on the bases of essential criteria outlined below. A- Presentation of tender: (Maximum 3 yeses)
Only companies who obtain a technical score of at least 70% will have their financial bids analyzed.
The contract shall be awarded on the basis of the lowest bid fulfilling the technical and financial conditions.
Bidders will remain committed to their offers for 90 days from the deadline set for the submission of bids.
