The Vice-Chancellor of the University of Buea hereby launches Open National Invitation to Tender No.011/ONIT/TB/UB/18 of 10/04/18 for the Provision of Catering Services to the Students of the University of Buea.
The services include provision of breakfast, lunch and supper to students of the main campus of the University of Buea till the end of the financial year as follows:

Only lunch is subsidized by the University and the students each pay 100 (one hundred) FCFA.
The estimated cost alter preliminary studies is 100,000,000 (one hundred million) FCFA
The services are not in lots.
Participation in this invitation to tender is open to all Cameroon based qualified registered enterprises that must have proven expertise in the domain of catering.
The services which form the subject of this invitation to tender shall be financed by the budget of the University of Buea, 2018 financial year, Programme 244 Article 244621, Paragraph 610340
Tender documents can be consulted during working hotus at the Development Office, Room 211, Central Administration Building of the University of Buea, P.O. Box 63, Buea, as soon as this notice is published.
The file may be obtained from the Development Office, Room 211, Central Administration Building of the University of Buea, P.O. Box 63, Buea, as soon as this notice is published upon presentation of a receipt of a non-refundable payment of the sum of 80,000 (eighty thousand) CFA francs, payable at special ARMP account No.33598842001-44 at BICEC.
Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Development Office of the University of Buea, in Room 211 of the Central Administration Building not later than 12.00a.m. on 02/05/2018. The bids should be addressed to The Vice-Chancellor, University of Buea, P.O. Box 63, Buea. The khaki brown envelope containing the bids should be marked on the top right hand corner:

The maximum deadline stipulated by the Project Owner or Delegated Contracting Authority for the delivery of these services is the end of this financial year.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry of Finance of an amount of 200,000 (two million) CFA francs, valid for thirty (30) days beyond the date of validity of bids. See Document 12 of Tender file.
Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or be established after the signing of the tender notice.
Any bid which is not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.
The bids shall be opened in a single phase. The opening of administrative, technical and financial bids will be on 02/05/2018 at 01:00 p.m local time by the University of Buea Tenders Board in the Board Room of the Central Administration Building.
Only bidders may attend or be represented by a duly mandated person.
- Absence of any administrative document
- Absence of a bid bond and/or Attestation for Bidding Purposes
- Falsification of documents
- Incomplete technical file
- Incomplete financial file
- A technical score of less than 70%.
- Average annual business turnover of less than 70,000,000 (seventy million) for the past three years supported by business license for 2016 and certificates of non-indebtedness for 2017 and 2018.

The contract shall be awarded on the basis of the lowest bid fulfilling the technical and financial conditions.
Bidders will remain committed to their offers for 90 days from the deadline set for the submission of bids.
