Within the framework of the 2018 PUBLIC INVESTMENT BUDGET, the Divisional Delegate of Public Contracts Manyu, Contracting Authority hereby relaunches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF A BLOCK OF ONE (01) CLASSROOM AT G.N.S AYA-OKE IN EYUMOJOCK SUB-DIVISION - MANYU DIVISION, SOUTH WEST REGION:
The works comprise the preliminary studies carried out and the detailed information provided for in the technical specification and the quantitative estimates.

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Divisional Delegation of Public Contracts, Manyu and ARMP.
The file may be consulted during working hours at the Divisional Delegation of Public Contracts Manyu (Finance Building) as soon as this notice is published.
The file may be obtained from the Divisional Delegation of Public Contracts Manyu (Finance Building Doors 31 and 38) as soon as this notice is published against payment of the sum of Eighteen Thousand (18 000) CFA francs, payable at the Divisional Treasury Mamfe, or any
other state treasury (on or before the last two days to the opening of bids) as a non refundable fee representing the cost of the tender file.
Each bid drafted in English or French in five (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Divisional Delegation of Public Contracts Manyu not later than 09/05/2018 at 09.00 am and should carry the inscription:
The maximum Execution deadline provided for by the Contracting Authority shall be Three and haif (3.5) months.
Each bidder must include in his Administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in. document No.12 of the tender file, of an amount of ONE Hundred AND EIGHTY Thousand (180 000) CFA francs for a validity period of ninety (90) days from the date of opening.
On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordante with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be deolared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.

The offers shah! be opened in single phase. The opening of Administrative Offers (Envelope A) and Financial Offers (Envelope C) on 09/05/ 2018 at 10 am local time by the Manyu Divisional Tenders Board situated at the Conference Hall of MINEPAT Manyu
- 7. Bids shall be rejected when:
- They lack bid security;
- False declaration or forged documents;
- The bids with external envelope carrying a sign or marking leading to the identification of the bidder;
- There is insufficiency in N° of copies;
- The technical offer must have at least 24 pts (70%);
- Bid not registered in bidder's register
- Omission of one unit price, one items in detail estimates and/or one sub-detail price;
- Any bidder with pending job for the previous years without formai justification.
- Non conformity bid proper.
12. Main qualification criteria
The criteria relating to the qualification of candidates could indicativeiy be on the follovving:

- Contractor's references for the past tnree year .
- Experience of supervisory staff Yes/No
- Availability of material and essential equipment Yes/No
- Self-financing capacity Yes/No
(The non respect of two (02) criteria shall cause elimination of the offer)
The contract shah be awarded to the lowest bidder who satisfies the Administrative and Technical dispositions.
Bidders will remain committed to their offers for ninety (90) days from the deadiine set for the submission of tenders.
