The state of Cameroon represented by the lord mayor of Nkambe council, the contracting authority, hereby launches an open national invitation to tender
N° 003/ONIT/MINATD/NWR/DMD/NKC/ITB/2018 OF 17 TH APRIL 2018 FOR THE CONSTRUCTION OF A BLOCK OF TWO CLASSROOMS, AT GS TUKU - TABENKEN, NKAMBE COUNCIL AREA, DONGA MANTUNG DIVISION.

The works include the following;
- Setting up the work site;
- Main work;
- Secondary works

The works, subject of this invitation to tender, shall be financed by the Public Investment Budget 2018 of MINEDUB to the sum of twenty two million (22 000 000).Frcs cfa.

Unique lot: CONSTRUCTION OF A BLOCK OF TWO CLASSROOMS, AT GS TUKU - TABENKEN

Participation in this invitation is open to registered qualified contractors of the Republic of Cameroon with financial ability, technical and professional expertise in public works and construction.

The works, subject of this invitation to tender, shall be financed by the Public Investment Budget 2018 of MINEDUB.

The tender file may be consulted at the At NKAMBE council within working hours from 8:30am to 3:00pm

The tender file may be acquired from the At NKAMBE council upon presentation of a non-refundable treasury receipt of 44 000 forty four thousand) FCFA bearing the name of the company

Each offer or bid drafted in English or French in seven(07) copies including the original and six(06) copies marked as such in accordance with the prescriptions of the tender file should be submitted against a treasury receipt at the Regional delegation of Public Contracts Nordi West not later than 16 MAY 2018
at 10 am local time and should carry the inscription:

The maximum execution deadline shallbe three (03) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the service order to start work.

Bids shdl be accompanied by a provisional deposit (Bank Guarantee Bond) established in accordance with the model annexed in the tender file by a banking institution approved by the Ministry of Finance and with a sum of 440 000 (Four hundred and forty thousand) FCFA. The provisional deposit shall be automatically released not later than 30(thirty) days following the expiry of the validity of the bids for bidders who shall not be retained. In the case where the bidder is awarded the contract, the provisional deposit shall be released after the constitution of the final bond.

The bids not respecting the separation mode of the financial bid from the administrative and technical bids shall be rejected.
Any bid not in conformity with the prescription of this tender notice and tender file shall be declared inadmissible. Especially the absence of a bid bond of a first rate bank approved by the Ministry of Finance and valid for a period of thirty (30) days shall be rejected. Lest they be rejected, only the originals or certified true copies by the issuing service or administrative authorities of the administrative documents are accepted. They must obligatorily not be older than three (03) months and must be valid during the bid opening session.

NB: The tender file in three(03) volumes shall be enclosed in three sealed envelopes.
> Envelope A containing the administrative documents (Volume 1);
> Envelope B containing the technical offer (Volume 2);
> Envelope C containing thefinancial offer (Volume 3).

The three volumes shall then been closed in a single sealed envelope bearing only ther eference of the
tenderin question. The different documents ofeachoffershallbe numbered as indicated inthetenderand
separated by of thesame colour dividers.

The opening the bids in one phase shall be done on MAY 2018 16 th 2018 at 11 am in the Conference Hall of the conference hall of the Nkambe council by the competent tender board. Only bidders may attend or be duly represented by a person of their choice, who has fullknowledge of the file.

•Any offer not in conformity with the prescriptions of this tender file shall be declared inadmissible.
Especially the lack of the provisional guarantee;
• False declaration or falsified documents.
1.2- Technical file
• Incomplete or non compliant documents;
• False declaration forged or scanned documents;
• Non existence inthe technical file of the rubric "organization, methodology and planning";
• Technical assessment mark lower than 80% of "Yes".
1.3- Financial offer
• Incomplete financial offer;
• Non-compliant documents;
•Omission of quantified unit price in the financial offer;
• Absence of break down price

 DESIGNATION

The jobbing order shall be awarded to the bidder whose bid is in conformity to the dispositions  of the tender file and on the basis of the lowest bidand technical quality, confer article 33 of the public contracts code. However inconsistent and unrealistic financial offers shallnotbeaccepted.

The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bid.
