Within the framework of 2024 Public Investment Budget, the Lord Mayor of Tubah Council, Contracting Authority hereby launches, a REQUEST FOR QUOTATION N° 1/RQ/ TC/TCITB/ BIP/ 2024 OF 02/02/2024 FOR THE REHABILITATION OF A BLOCK OF TWO (02) CLASSROOMS AT GS NCHOKEN,GS NTEMBANG AND ALSO ART AND CULTURAL CENTER IN TUBAH SUBDIVISION, MEZAM DIVISION OF THE NORTHWEST REGION.

The Works to be done consists of:

• PREPARATORY WORKS
• WALL MASONRY
• ROOF WORKS
• METAL WORKS /ALUMINIUM WORKS
• ELECTRICAL INSTALLATION
• PAINTING AND DECORATION

DRAINAGE WORKS   

The estimated cost after preliminary studies for lot 1 is 10.000.000FCFA (Ten million CFA)

The estimated cost after preliminary studies for lot 2 is 10.000.000 FCFA (Ten million CFA)

The estimated cost after preliminary studies for lot 3 is 10.000.000 FCFA (Ten million CFA)

N;B  Bidders can Tender for all Three (3) lot but can be awarded only Two lots.

The lot is divided into Three (3) Lotas follows:

LOT No 1: Rehabilitation  of a block of two (02) classrooms at GS Nchoken

LOT No 2: Rehabilitation of a block of two (02) classrooms at GS Ntembang

LOT No 2: Rehabilitation of ART AND CULTURAL CENTER IN TUBAH

Participation to this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.

Works which form the subject of this Consultation shall be financed by the 2024 Public Investment Budget of the MINEDUB, NINAC budget head No ……………………….

The file may be consulted during working hours at the Tubah Council, as soon as this notice is published.

The file may be obtained from theTubah Councilupon presentation of a non-refundable treasury receipt of 30,000CFA francs (Thirty five thousand francs CFA) bearing the name of the company.

Each offer drafted in English or French in 06 (Six) copies including 01 (one) original and 05 (five) copies marked as such, should reach the Tubah Council not later than 06/03/2024  at 10:00 AM local time and should carry the inscription:

“To be opened only during the bid-opening session”

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this Consultation is 90 Days

Each bidder must include in the administrative file, a bid bond (caution) issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 12 of the Tender File, of an amount of 200,000 CFA (Two hundredthousand francs CFA) for Lot 1, 200.000 (two hundred thousand ) CFA  for Lot 2,AND 200.000 (two hundred thousand ) CFA  for Lot 3 valid for thirty (30) days beyond the date of validity of bids

Under penalty of being rejected, only originals or true certified copies, certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Consultation.

They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the Notice of consultation.

 Any bid not in compliance with the prescriptions of the Tender File shall be penalised or rejected. This refers especially to the absence of a bid bond (caution) issued by a first-rate bank approved by the Minister in charge of Finance,as well as absence of any administrative document.

The bids shall be opened in a single phase. The opening of the administrative file, the Technical and Financial files will take place on the 06/03/2024 at11:00 AM local time, in the conference hall of the Tubah Council, by the Internal Tenders Board. Only bidders may attend or be represented by duly mandated persons of their choice.

The bids shall be evaluated according to the main criteria as follows:

 A Panelised and/or Eliminatory criteria

1. Absence of a Bid Bond;
2. Incomplete or non -compliant administrative file at the end of the 48hrs period granted by the procurement Commission to comply.
3. False declaration or falsified documents;
4. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
5. Non-compliance with model bid
6. Absence of a quantified unit price;
7. Non respect of 75% of essential criteria;

 B  Essential criteria

1-     General presentation of the Tender Files;

2-     References of the company in similar achievements;

3-     Quality of the personnel; 

4-     Technical organization of the works;

5-     Safety measures on the site;

6-     Logistics;

7-     Attestation and report of site visit signed by the Contractor;

8-     Special Technical Clauses initialed in all the pages and signed at the last page;

9-     Special Administrative Clauses completed and initialed in all the pages and signed at the last page

This evaluation will be done in a binary way (yes) or (no) with an acceptable minimum of 75% of the essential criteria taken into account.

The Contract will be awarded to the bidder who would have proposed the offer with the lowest feasible amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the panelised/eliminatory criteria and at least 75%of the essential criteria.

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
