1.Objet New(Additif)

Within the framework of the Public investment Budget 2018, the Regional Delegate of Public Contracts for
the South West Region, Contracting Authority, hereby launches an Open National Invitation to Tender(BY
THE EMERGENCY PROCEDURE)on behalf of the Regional Delegate of MINSANTE South West Region,
Project owner, FOR SUPERVISION AND TECHNICAL CONTROL OF THE EXECUTION OF
CONSTRUCTION OF REGIONAL DELEGATION OF PUBLIC HEALTH BUEA, SOUTH WEST REGION
PHASE II.

2.Consistance des prestations New(Additif)

The works shall comprise technical control and monitoring with the following missions:

Management of execution works;
Scheduling and piloting of works;
Assistance to acceptance operations

Specifically, this shall include:

- The supervision/control of the execution of works within the respect of the STC and the SAC;

The verification and the validation of the execution documents;

The production and the transmission of the technical service orders;

- The verification of quantities and work done established by the Enterprise;

The organisation and the management of the site meetings/site log book/ production of site

minutes and reports;

- The organisation of the acceptance of works and ensure the establishment of as-built file, Etc........

3.Cout Prévisionnel New(Additif)

The estimated budget inclusive of taxes, after preliminary studios is Ten million (10.000.000) FCFA.

The works is in one lot

5.Participation et origine New(Additif)

Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities

6.Financement New(Additif)

Services which form the subject of this invitation to tender shall be financed by MINSANTE, budget head N

Interestecl eligible bidders may obtain further information during working hours as from the date of publishing of this tender notice, at the Procurement and services contracts office of the Regional Delegation of Public Contracts for the South West Region — Buea, Tel: 233 32 32 39 / 233 32 32 45.

8.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the Secretariat of the Regional Delegate of Public Contracts for the South West Region Buea upon presentation of a treasury receipt attesting the payment of a non-refundable sum of Twenty Thousand (20 000) FCFA.

9.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Secretariat of the Regional Delegate of Public Contracts for the

South West — Buea, against a receipt not later than 2 9 MAI 2018 at 12 noon , local time in three (03)distinct envelops which shall be labelled as follows:

10.Delai de Livraison New(Additif)

The maximum time frame provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is five (05) months, with effect from the date of notification of the notice to commence services.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of: two hundred thousand (200 000) FCFAwith a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection,the required administrative documents must be imperatively producedas originels or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Of ficers) in accordante with the Special Regulations of the invitation to tender.

They must obligatorily be not older thon three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

Any bid net incompliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

12.Recevabilité des Offres New(Additif)

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Secretariat of the Regional Delegate of Public Contracts for the

South West — Buea, against a receipt not later than 2 9 MAI 2018 at 12 noon , local time in three (03)
distinct envelops which shall be labelled as follows:

- Envelop A: Administrative documents;

- Envelop B: Technical offer;

Envelop C: Financial offer.

These three (03) envelopes will be put in a fourth one which shall be labelled imperatively as follows:

13.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on the"29 MAI 2018 at 1 pm local lime by the Tenders Board of the Contracting Authority in the Regional Delegation of Public Contracts Conference Hall, at the MINEPAT Building in the presence of the bidders or duly cluthorized representatives

14.Critères d'évaluation New(Additif)

They are especially:

¨ Absence of bid bond or any other relevant administrative document;

¨ False decIctration or falsified document,

¨ A technical score of less thon 70%,

¨ Absence of a Chief of mission with the relevant qualification;

¨ Absence of an organisational and methodological note;

¨ Absence of the contract or agreement with an approved subcontracting geotechnical

laboratory in the case where the bidder does not possess one;

¨ Non-respect of 3 essential criteria;

¨ omission of a quantified unit price in the financial offer; Essentiel criteria

Qualification of experts and their experience in the project field (40 points);
Technical resources and equipment to be deployed (30 points);
References of the consulting firm (20 points).
Attestation of site visit signed by the contractor and site visit report +photos of the site (5 points).
Attestation of refinancing of 5.000.000 at least (5 points).

Financial offer.

Only the financial offers of tenderers pre-selected after the evaluation for compliance of the

administrative documents (stage 1) and the assessment of the technical proposais (stage 2) shall be

evaluated as per the following criteria:

NM = MMd x 100/MS

NM = Tenderer's financial mark;

MMd= Lowest bidder's amount;

MS = Tenderer's amount.

The contract will be awarded to the bidder who complied with the special regulation of the invitation to tender and is technically apt and whose final mark calculated following the formula below is highest:

N = [(70 x Technical mark) + (30 x Financial mark)] / 100 N stands for the technico-f inondai mark

15.Attribution New(Additif)

The contract shall be awarded to the bidder with the best offer.

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 deys from the deadline set for the submission of bids.
