Within the framwork of tlie exécution of the Public Investment Budget (PIB) for the year 2024,
The Makary Mayor, contracting Authority, hereby launches an invitation for the supply of médical
equipment at the integrated health centers of Makary in Makaiy council, Logoneand Chari Dvision.

The services to the performed in this request for Quotation are detailed in the consultation file.

_Budgeted amount = 10 000 000 (Ten millions) CFA francs ;

Participation in this invitation to tender is open to companies specialised in public works located in Cameroon.

The file may be consulted from the mayor council located at Makary, as soon as
this notice is published,against the payment of a non-refiindable sun of ten thousand (10 000)
CFA francs at the public municipal receipt.

Each Offer drafted in English or French in 7 copies including one (1) original and six (6) copies
marked as such, should reach the Logone and Chari divisional mayor council (Secrétariat)
located at Makaiy, net later than  27/03/2024 at 10 am/pm local time and should
carry the inscription.

OPEN NATIONAL INVITETION TO TENDER
N° 009/DC/MAKARY-C/2024 OF THE 25/01/2024 FORTHE SUPPLY OFMEDICAL EQUIPMENT AT THE
INTEGRATED HEALTH CENTERS OF MAKARY, MAKARY COUNCÏL,LOGONE AND
CHARI DIVISION.

The provisional delivery dcatline provided for by the contracting Authority shall be sixty (60) days.

Each bidder must indude in his administrative documents, a bid bond issued by a first
rate-bank approved by the ministry in charge of finance of an amount of two hundred
thousand (200 000) CFA francs, valid for sixty (60) days from the date of bid-opening.
Under pain of being rejected, only originals or true copies certified by the issuing service
Or administrative authorities (senior Divisional officers, Divisional offîcers...) of the
administrative documents requred, including the bid bond, must imperatively be
produced in accordance with the Spécial Conditions of the invtation to tender. They must
obligatory not be older than three months or must not be produced afterthe signing of
the tender file.

Any offer not in conformity withthe presaiptions of this notice and tender file shall be
declared inadmissible. Especially, the absence of a bid bond issued by a first-rate bank
approved by the ministry in charge of finance or the non-respect of the raodells of the
tender file documents shall lead to a pure and simple rejection of the offer without any
appeal bieng entertained.

The bids shall be opened in one (01) phase.
The opening of administrative documents, the technical and financial offers shall take place on

the 27/03/2024 At 11 am/pm local time by MAKARY coucil. Only bidders may attend or be duly
represented by a person of their choice.

2-TechnicaI Offer
1) False déclaration or counterfeit document :
2) Having abandoned a contract duringthe past three (03) years :
3) Having not gathered at least 75% of « yes » in qualification criteria.
3) Financial Offer
1) Non conformity of the submissission ;
2) Absence in the unit price mémo, of the price of the quantified task.
NB The certified copie of the prevlously legalized documents will be systematicaly rejected
B- Main qualification criteria
The cilcria relation to the qualification of candidate are indicated as folllowed :

Only bidders that technical Offers have receîved at least 75% of Yes will liave their Financial
Offers analyzed.

The contract will be attributed to the bidder whose :
4) Administrative Offer will be declared conform ;
5) Technical Offer will be declared and have gathered at last 75% of Yes in quafification criteria ;
6) Financial Offer, after ail corrections in conformlty with the Particular Régulation of the
invitation to lender, will be declared conform in relation to the Technical Clauses of the
invitation lo tender and dassifîed the fewer proposition.

Bidders will remain committcd to their Offers for sixty (60) days from the date set for the delivery of Offers.
