Within the framework of the Public Investment Budget for the year 2024, the Mayor of Waza councll. hereby
launches, in emergency proceedings, an Open National Invitation Reguest for Quotation to tender for the
réhabilitation of one block of two classrooms in Public Government School of SALE (L0T1) AND BILE (LOT
2) in Waza Councll, Logone and Chari Division, Far North Région distributed as foilows:

The Works, which shall be tendered for the réhabilitation of of one block of two classrooms in Public Government
School of SALE AND BILE consist of;
- Preparatory works ;;
- Masonry-sheaiting;
- Masonry works;
- Covering-ceiiing
- Charpente -covrage-ceilling

published. against the payment, at the Waza Municipal Receipt, of a non-refundable sum of twenty-flve thousand
(25 000) CFA francs.

Each offer drafted in English or French in 7 copies including the original and six (06) copies market as such, should reach
the Waza Council (Private Secretary) not later than 16/03/2024 at 1.00 pm and should carry the inscription:

IN EMERGENCY PROCEDURE, FOR THE REHABILITATION OF THE ONE BLOCK OF TWO CLASSROOMS IN
PUBLIC GOVERNMENT SCHOOL OF SALE (LOT1) AND IN PUBLIC GOVERNMENT SCHOOL OF BILE (LOT2)
IN WAZA COUNCIL, LOGONE AND CHARI DIVISION, FAR-NORTH REGION.

The provisional delivery deadline provided for by the Contracting Authority shall be ninety (90) days, including the
possible constraints related to the site situation such as accessibility and climale conditions, from the date of
notification of service order to start works.
It is due tothe bidder to propose in his offer a carrying eutcalendar that goes In the deadline Indicated above.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the
Ministry in charge of finance of an amount of two hundred thousand (200 000) Francs CFA, valid for sixty (60)
days from the day of openingof bids.
Under pain of being rejected. only originels or true copies certified by the Issuing service or administrative authorities
(senior Oivislonal Officers, Divisional officers...) of the administrative documents required. Including the bid bond
must imperatively be produced in accordance with the Spécial Conditions of the invitation to tender. They must
obligatory not be older than three months or must not be produced after the signing of the tender file.

Any offer not in conformity with the prescriptions of this notice and tender file shali be deciared inadmissible.
Especially the absence of a bid bond issued by afirst-rate bank approved by the Ministry in charge of Finance or the
non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer without
any appeal being entertained.

The opening of the administrative documents, the technical and financial offers shall take place on the
16/03/2024 at 2.00 pm local time by the Waza Internai Tenders Board located atthe Waza Council Hall
Only bidders may attend or be duly represented by a person oftheir choice.

A- Main eliminatory crrterla
On the risk of rejection, the required administrative documents must be produced in original copies or certified true
copies by the issuing service or a compétent administrative authority (Mayor Council...) in accordance with the
Spécial Régulations ofthe Invitation to Tender.
They must not be more than three (3) months old preceding the original deadline for bids submission or
must not have been established after the signing of the tender notice.
Any Incomplète bid in relation to the spécifications of the Tender File shall be deciared i admissible,
in theevent where an administrative document is absentordoes not comply with thetender notice during the opening
ofbids, a deadiiné extension offorty-eight hours shall be granted to the bidders concemed to produce or replace
the document in question.
B- Main qualification criteria
Thecriteria relations to the qualification of candidate are indicated as followed:
1) Générai présentation ofblds
2) Supplier's references
3) Expérience of supervisory staff
4) Availability of materialand essential equipment
5) Technical proposa! (Including methodology and expenditure schedule)
Only bidders that technical offers have recelved at least 70% of "Yes" will have their financial offers
analyzed.

The contract will be attributed to the bidder whose:
1- Administrative offer will be deciared conform;
2- Technical offer will be deciared conform and have gathered at least 70%of"Yes" in qualification criteria;
3- Financial offer, after ail corrections in conformity with the Particular Régulation of the invitation to tender,
will be declared conform in relation to the Technical clauses of the invitation to tender, and classmed the
fewer proposition.
