Seven copies of sealed complété bids (one certified copy of original and six photocopies]
drafted either in EngHsh or French must be submitted at the HINA Council, latest at J'pw local

The maximum delivery deadline provided for by the Contracting Authority is one (01) month
with effect from notification of the contract

Bach bidder must include in his/her administrative file, a provisionalguarantee of the tune
for the amount of Sixty-Eight Hundred Thousand (680 000) Francs CFA issued by a first ratebank
or Financial Instituts approved by the Ministry in charge of Finance featuring on the list in
document 12 of the tender file; and valid for thirty (30) days beyond the deadline set for the
validity of bids.
For fear of rejection, the required administrative documents must be produced in original
or certified true copies by the services who issued them bound, or administrative authorities
(Senior Divisional Officers, Divisional Officers...) .dating any less than three(03) months.

Any bid not in conformity with the spécification ofthis tender file shall be rejected .Notably,
the absence of the provisional guarantee issued by a first-rate bank or Financial Institute approved
by the Ministry ofFinance or the non-compliance of the model documents ofthe tender file shall
lead to outright rejection of the bidwithout any possible appeal.

The opening of bids will be in one phase in the presence ofbidders or their duly mandated représentative who choose to^attlgd 2024 at local time at the Hina Council.

13.1 Eliminatorv criteria
- Absence or non-compiiance of any of the tender documents;
- Pake document in the administrative file;
- False déclaration in the administrative file;
- At least one (01) characteristic playoff unfilled;
- Absence of maintenance and instruction manuaf catalog of spare parts, opération
manual, operating instruction manua! (in French/English), fire extinguisher, tool kit;
- Unavailabiiity of spare parts in Cameroon;
- Non conformity to technical spécifications;
- At least one (01) of the qualification criteria not fuifilled;
- Delivery deadline not fuifilled;
- Non présentation of detailed break-down of prices;
- Unrealistic/false break down of prices;
Non présentation of a certificate of non-exclusion issued by the Public Contract
Reguiatory Agency (PCRA);

13.2 Main technical qualification criteria
The criteria relating to the qualification of bidders are the following:
- Financial capacity (access ta crédit or any other fînanciai resources, turnover,
provisional guarantee....) «yes/no;
- References of the enterprise [generally or previous experience on similar projects
complexity, cosL...) executed within the last (03) three years... yes/no;
- Experienceand qualification of the technical supervisory staff. .yes/no;
- Methodology and job planning yes/no;
- Running capital( transactions for 2014 year) and expectation for 2015„.yes/no;
- After-sale services .yes/no;
- Certificate of warranty provided bythe supplier yes/no;
These criteria are further divided into 74 sub criteria in such a case that only bidders who
will have obtained 52 YES over 74 in technical score shall be admitted to the fmancial
analysis.(see title I through title X dealing with the technical évaluation of hids)

The Mayor of Hina shall award the tender to the lowest bidder, whose technical and
fmancial file conform with the tender documents in accordance with the provisions of article 8 of
page 22 through 22 of the régulations governing the tender showing the technical évaluation of
bids

The bidders remain legally engaged by virtue of their tender for a pericd of ninety (90)
days from the deadiine set for the submission of their bids.
