The Mayor of the Commune of Bangangté is launching a consultation for the provision of teaching equipment for three (03) pre-school centres (Mango. Bangoua, Bantoum) Lot I ; Acquisition of equipment for pre-collection of houshold waste Lot 2; Médical ecquipment for the Banekane; Kafeng, and Bahouoc CSIs Lot 3.
The service covered by this consultation is financed by the public inveslment budget (BIP), nnanoial year 2024, Ibr a provisional cost twelve million (12,000,000) CFA francs inclusive of all taxes for Lot 1; twenty million one hundred Thousand (20.100,000) CFA francs inclusive of all taxes for Lot 2 and twenty million (20000000) CFA francs inclusive of ail taxes for Loi 3.

The file can be obtained from the Commune of Bangangté (Service des Marchés), on presentation of a receipt for payment of a non-refundable sum of Sixty Thousand (60,000) CFA Francs payable to the Bangangté municipal revenue office.
Each tender, drawn up in French or English, in seven (07) copies, one (01) original and six (06) copies marked as such, must reach the Commune of Bangangté (Service de Passation des Marchés) no later than 19 April 2024 at 08.00 hours and must be marked :

The maximum delivery lime is three (03) months for each lot from the date of notification of the service order.
Each tenderer must attach to his administrative documents a bid bond in the amount of seven hundred thousand (700,000) CFA Francs issued by a first class bank or an insurance company approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, and valid for thirty (30) days beyond the original date of validity of the tenders.
On pain of rejection, the documents required in the administrative file must be produced in originals or in copies certified as true by the issuing department or an administrative authority (Prefect, Sub-Prefect, etc.), in accordance with the stipulations of the Special Rules for Invitations to Tender.
They must be dated less than three (03) months before the original date for submission of tenders or must have been drawn up after the date of signature of the invitation to tender.
Any tender that is incomplete in accordance with the requirements of the tender documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first class bank or insurance company approved by the Ministry of Finance will result in the elimination of the candidate.
The bids will be opened in one stage.
The opening of the administrative documents and the technical and financial offers will take place on 19 April 2024 at 09 a.m. by the Bangangté internal procurement committee.
Only tenderers may attend this opening session or be represented by a duly authorised person of their choice.
Eliminatory criteria
The eliminatory criteria set the minimum conditions to be met in order to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria will result in the rejection of the tenderer's offer.
They include, in particular
a) Absence of the bid security when the tenders are opened;
b) Failure to regularise a non-compliant administrative document after 48 hours;
c) Falsified document or previously certified document and/or false declaration;
d) Failure to present a photocopy of the DAO purchase receipt when submitting bids to the project owner's contracting department;
e) Incomplete technical offer due to the absence of the site visit report signed on honour by the tenderer;
f) Omission from the financial offer of a unit price quantified in the BPU and DQE;
g) Failure to satisfy at least 70% of the essential criteria assessed in accordance with the scoring grid;
h) No declaration that work has not been abandoned in the last three (03) years and not on the list of companies suspended by the Public Procurement Authority.
Essential criteria
The so-called essential criteria are those that are of primary importance or key to assessing the technical and financial capacity of the candidates to carry out the work that is the subject of the invitation to tender. These must be determined on the basis of the nature and scope of the work to be carried out.

The Contracting Authority will award the contract to the tenderer whose tender is assessed as the lowest.
