The Administrative Director of the North West Livestock Development Fund (Contracting Authority), on behalf of the North West Livestock Development Fund (CDENO) hereby launches a Mutual Agreement Consultation Document for the supply of livestock vaccines to the North West Livestock Development Fund (CDENO) by Mutual Agreement N° 001067L/PR/MINMAP/SG/DGMAS/DMAG/CE1-CE10/CEA4 OF 19/02/2018

The services of this contract comprise notably: (supply of livestock vaccines,
transportation, handling and reception, where appropriate to be indicated by the Contracting Authority or Project Owner).

The estimated cost after preliminary studies stand at thirty two million seven hundred thousand francs (32,700,000 frs ) CFA including taxes

The supplies shall be done in one lot:

Participation in this invitation to tender is open to LANAVET Garoua

Supplies which form the subject of this invitation to tender shall be financed by the budget of the North West Livestock Development Fund (CDENO) for the 2018 financial year, budget head No. 61:03:00.

The lender documents are available for consultation at CDENO, Service of
Administration and Finance, Door No. 1, P.O Box 399, Tel. No. 233 362 615 / 233 362 252 .

The consultation file may be acquired from the CDENO North West, upon
presentation of a non-refundable treasury receipt (Regional Treasury Bamenda) of 50 000 (Fifty Thousand) FCFA. Such a receipt shall identify the payer as representing the company that wants to participate in the tender.

Each offer or bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such in accordance with the prescription of the tender file should be submitted against a treasury receipt of the CDENO Bamenda not later than 13 Juin 2018 at 11:00AM. local time and shall carry the inscription:

"To be opened only during the bid opening session"

The maximum deadline for the delivery of the supplies forming the subject of this invitation to tender is twenty (20) days from the date of notification of the service order to start supply

Bids shall be accompanied by a provisional deposit (Bank Guarantee Bond) established in accordance with the model annexed in the consultation file by a banking institution approved by the Ministry of Finance and with a sum of 610.000 (Six hundred and Ten thousand) FCFA. The provisional deposit shall be automatically released not later than 30 (thirty) days following the expiry of the validity. In the case where the bidder is awarded the contract, the provisional deposit shall be released after the constitution of the final bond

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.
Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.

The opening of the bids in one phase shall be done on 13 JUIN 2018 12:00 noon, in the Conference Hall of the CDENO for the North West. The bidder may attend or be duly represented by a person of his choice, who has full knowledge ofthe file and mandated in that capacity.

The evaluation of the bids shall be done in three (03) steps:
> 1st step: Verification of the conformity of the administrative file;
> 2nd step: Evaluation ofthe technical file;
> 3rd step: Analysis of the financial file.
The criteria of evaluation are the following
14.1 Eliminatory criteria
-Absence of bid bond ;
-False declaration or falsified document;
-Non-compliance with major technical specifications of the supply (to be listed);
- Non respect of X essential criteria (X being greater than or equal to 1);
- Absence of quantified unit price ;
- Non-compliance with the model tender;
-Absence of prospectus accompanied by the technical sheets from the manufacturer;
- Absence of agreement or authorization from the manufacturer,where applicable.

14.2 Essential criteria
The technical offer of the bidder shall be assessed along the following lines

The jobbing order shall be awarded in conformity to the dispositions of the tender file and technical quality, confer article 29 (d) of the public contracts code

The bidder shall remain committed to his offer during a period of (sixty) 60 days from the deadline set for the submission of bids.
