Within the framework of the execution of the State Budget 2024 - MINSANTE, the Mayor of Toko Council, Contracting Authority, hereby launches a price quote Invitation to Tender for the purchase and supply of medical equipment to six (06) IHC in Toko municipality (Toko, Lipenja I, Dikome, Dibonda I, Bombangi and Madie Il)

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical, financial and legal capacities and who are not in a period of suspension by the authority in charge of Public Contracts

5.Financement New(Additif)

Works which form the subject of this invitation to tender shall be financed by the Public Investment Budget (PIB) of MINSANTE, 2024 financial year through budget head (imputation) NO 58 40 047 06 641943 46421 1 61 1

The File may be consulted during working hours at the council (located in Toko town), precisely at the office of the Mayor's Secretariat, Tel: 671 58 65 09 as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The Tender File may be acquired from the council, at the office of the Mayor's Secretariat; Tel: 671 58 65 09 as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the Toko Municipal Treasury) bearing the amount of thirty thousand (30,000) FCFA. Such a receipt shall identify the concerned bidder

9.Delai de Livraison New(Additif)

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be three (03) months.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment approved by the Ministry in charge of finance, (see list in document No. 9 of this tender file), and of an amount of six hundred thousand (600 000) FCFA, valid for Ninety (90) days beyond the date of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided.

12.Ouverture des Plis New(Additif)

The opening of the bids (Administrative Documents; the Technical and Financial Offers) in one phase shall be done on 08/05*202024 at 1 1 am prompt local time in the Conference Hall of the Council office by the Municipal Tenders Board.  Only bidders may attend or be duly represented by a person of their choice (with power of attorney), who has a full knowledge of the file and mandated in that capacity

13.Critères d'évaluation New(Additif)

Evaluation Criteria:

The evaluation of bids shall be carried out in one stage:

      Verification of the presence and conformity of each administrative document and

      Analyses of the Financial bids.

The criteria of evaluation shall be as follows:

The Contracting Authority will assign the Contract to the Tenderer whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid. in accordance with article 99 of the Public Contracts Code. That is, it shall be awarded to the bidder with a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises.

Eliminatory criteria

The main relative criteria to the elimination of the offers of the candidates are defined like below:

      Absence of or insufficient bid bond

      Absence of other relevant or key administrative document;

      False declaration or falsified documents;

      Omission of a quantified task on the bill of quantities and cost estimates;

      Enterprise with an abandoned contract or uncompleted project (above 10% lateness penalties without due justification) in the South west Region;

      Satisfaction of the main qualification criteria (100% in the Administrative File and at least 75% of the Financial Offer)

In case of absence or non-conformity of administrative document during the opening of bids, a delay of 48 hours is accorded to the tenderer concern to produce or replace the document in question. However, the absence of the tender backing during the opening of bids entails the rejection of offer

13.2. Main qualification (essential) criteria:

The evaluation of the bids shall be done on predefined technical/Financial criteria following the binary process ('Yes' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:

    General Presentation, compliance with the model bid;

    Financial capacity, access to a line of credit or other financial resources of at least ten million francs;

    Company references (experience in similar work for the past three years with supporting evidence);

    Duration of execution.

    Turn over as in business license above or equal to 10 million francs

14.Attribution New(Additif)

The Contracting Authority will assign the Contract to the Tenderer whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid. in accordance with article 99 of the Public Contracts Code. 15.Durée Validité des Offres New(Additif)

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
