1.Objet New(Additif)

Within the framework of the 2024 Public Investment Budget, the Director of LINAFI hereby launches a Request for Quotation for the supply of a mini-bus (Toyota coaster, 30 scats) for transportation of students for the Limbe Nautical Arts and Fisheries Institute

(LINAFI)

2.Consistance des prestations New(Additif)

The supplies comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications

3.Cout Prévisionnel New(Additif)

The estimated costs of the supplies alter preliminary studies is 58,650,000 FCFA.

4.Allotissement New(Additif)

The work is not in lots

5.Participation et origine New(Additif)

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this request for quotation.

6.Financement New(Additif)

Services which form the subject of this request for quotation shall be funded by the Public

Investment Budget of the 2024 financial year for LINAFI. The sources of financing is from MINEPIA (55,000,000 FCFA) and LINAFI revenue (3,650,000FCFA).

7.Consultation du Dossier New(Additif)

Interested eligible bidders may obtain further information during working hours as from the date of publication of this request for quotation, at the office of the Director of Limbe Nautical Arts and Fisheries Institute (LINAFI), as soon as this notice is published.

8.Acquisition du Dossier New(Additif)

The file may be obtained from the office of the Director of Limbe Nautical Arts and Fisheries Institute (LINAFI) as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of non-refundable fees of: 70,000 FCFA, payable at the Limbe Treasury.

9.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the office of the Director of Limbe Nautical Arts and Fisheries Institute (LINAFI), 07/05/2024 at 10.00am local time and should carry the inscription:

10.Delai de Livraison New(Additif)

The maximum period provided for the execution of the supplies is one (01) month.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of 1,173,000 FCFA.

NB: It is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened.

13.Ouverture des Plis New(Additif)

The bids shah be opened in a single (01) phase on  07 / 05/2024 at 1:00pm local drue by the LINAFI Internai Tenders Board in the Conference Hall of the School. Only bidders may attend or their duly accredited representatives with Power of Attorney.

14.Critères d'évaluation New(Additif)
  1. 12.       Bids shah be rejected when:
  • There is absence of any administrative document
  • There is any fake document, False declaration or forged document
  • There is absence of quantified unit price
  • The Enterprise has any abandoned contract.

15. Main Qualification criteria

The criteria for qualification of candidates should be on the following:

Turnover at least 58,650,000 FCFA ? Yes q No q Attestation of Solvency from a recognized bank not less than 50,000,000 FCFA? yes q No q Enterprise's references ? Yes q No q Methodology ? yes q No q Availability of material and essential equipment? Yes q No q Experience of supervisory staff? Yes q No q

 

NB:

  • Non-respect of two (02) of the above criteria shall entail rejection of the bid.
  • The marking scale for offers by scoring of points is banned in favor of the binary method (Yes or No).
15.Attribution New(Additif)

The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.

16.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
