Within the framework of the execution of the 2018 state budget of the Republic of Cameroon represented by the Divisional Delegate of Public Contracts for Donga-mantung, Delegated Contracting Authority, hereby launches under the emergency procedure an Open National Invitation toTender for the supply of medical equipment to some integrated health centres (IHC), In Donga-mantung Division North West Region.

The services of this Tender File comprise notably: the supply of medical equipment to some Integrated health centres (IHC), in Donga-mantung Division North West Region.

The supplies are divided into two (02) lots defined as follows:

Participation isopen under the same conditions to all Cameroonian Companies and business concerns that have proven experience in the field of supplies, in general, and who are not currently suspended from public prxurement.

Supplies which form the subject of this invitation to tender shall be financed by the 2018 state budget of the Ministry of Economy, Planning and Regional Development assigned to the Divisional Delegate MINEPAT Donga Mantung Division in the Noth west Region of Cameroon.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including one (01) original and six (06) copies marked as such.These shall be submitted in one sealed external envelope containing three (3)internal envelopes; (A: Administrative File, B: Technical File. 0: Financial File). The sealed external envelope shall bear no information about-the enterprise, and should reach the Divisional Delegation of Public Contracts for Donga-mantung, service for the Award of Contracts, not later than 10:00am on 25th JUNE 2018, and should carry theinscription:

Incase of any ambiguities or differences, only the original shall be considered authentic.

NB:Any bidder who goes In for more than one lot shall submit one administrative file for all the lots.

The maximum deadline provided by the Project Owner and Delegated Contracting Authority for the delivery of the supplies forming the subject of this invitation to tender is Sixty (60) Calendar days

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance - the list of which is found indocument N° 10 ofthe Tender File, whose amount is Three Hundred thousand (300,000) francs CFA, per lot, and valid for thirty (30) days beyond the deadline of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award ofthe contract and those of successful bidders shall be retained until the required Performance Guarantee for good execution is provided.

Subject to being rejected, documents in the administrative fiie must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.

The opening ofthe bids In one phase shall be done at 11:00am, on 25th JUNE 2018 In the Conference Hall of the Divisional Delegation of MINMAP for Donga-Mantung Division by the Divisional Tender Board. Only bidders may attend or be
duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity

14.1-Eliminatory criteria

• Absence of a document In the administrative file;
• Bids submitted after the deadline for submission;
• Deadline of execution more than the prescribed;
• False declaration or falsified documents;
• External envelope bearing identification marks of the Bidder;
• Absence of or insufficient bid bond;
• Omission of a quantified task on the bill of quantities and cost estimates
• Enterprise with an abandoned contract(s) beyond contractual deadline.
• Failure to obtain at least 80% In the evaluation of the Technical proposal.

14.2. Main essential criteria: The criteria relating to the qualification of candidates could indicatlvely beon the following:
• Financial situation
• Experience
• Personnel
• Equipment.
• Methodology/organization of the site

The evaluation will bedone In a purely binary manner, YES or NO. The Contract shall be awarded to the bidder in the essential criteria who would have obtained a minimum technical score of80% and 100% in the eliminatory criteria and whose bid is in conformity with the dispositions of the Tender File and on the basis of the lowest bid and technical quality, refer article 33 of the Public Contracts Code.

The bidders shall remain committed to their bids during a period of (ninety) 90 days from the deadline set for the submission of bids.
