The nature of this agreement shah consist of the supply of round-the-clock security guards services at the following SOWEDA installations:
i. SOWEDA Head Office Promises situated at Up-Station Roundabout, Buea adjacent to BICEC Bank. The Premises comprise an enclosed complex cornprising the following buildings:
- Block A — SOWEDA Administrative Block
> Block B — Livestock and Fisheries Development Project
> Block C — AIVDP Project
> Block D — SOWEDA Technical Services
> Block E — Archives and Documentation Centre
- Administrative Garage Premises situated at Likoko Membea, Buea adjacent to CRTV Regional Station. The Administrative Garage Premises also comprises an enclosed yard that serves as repair and maintenance garage as %yen as parking lot for SOWEDA vehicles and heavy-duty equipment.
- SOWEDA Seed Multiplication and Distribution Farm situated at Ekona.
- SOWEDA Training Centre situated in Kumba.
- SOWEDA Training Centre situated in Mamfe.
- SOWEDA Seed Multiplication Centre situated al Obang. Mamfe.
The security guards shah be expected te keep records of movement of persons and property in and out of ail the premises and which records may be verified at any time by SOWEDA. They shah report all suspicious actions perpetrated by persons. Nvliether or not they are serving at SOWEDA. Actions of drivers or mechanics who swap fuel, lubricants or sparts from one vehicle or equipment to another must be reported to SOWEDA.
The number of security guards shah be such that at all times of the day or night there must be at least 02 (two) guards at the respective installations. The guards shah be deployed so as to work round the dock both at night and day. They shah work daily (seven days a week), without exception.
At the SOWEDA Centres at Ekona, Kumba. Mamfe and Obang, the security guards shah be 02 (two) at night and 01 (one) during the day, throughout the week.
The Director General of SOWEDA hereby invites suppliers of security services to indicate their interest in providing security services to SOWEDA Installations during the 2019 financial year.
Participation is open to all duly registered business concerns in Cameroon, specialized in the provision of security guards services. They must have been duly authorized to function as private security. company
The services which are the subject of the Invitation to Tender that shah{ be launched subsequent to this Request for Expression of intreest shah! be financed under the 2019 Budget of SOWEDA.
The opening and evaluation of application files in view of pre-qualifying the consultancv firms shall be carried out at SONNIDA. Buea.
Administrative documents which should not more than three (3) months old and valid for the 2018 financial ycar include uncertified photocopies of:
- A signed and stamped (1,000 frs fiscal stamp) letter of declaration of intention of the consultant to participate in the bidding procedure (Motivation Letter).
- Photocopies of relevant administrative and fiscal documents allowing there to carry out business in Cameroon including: Certificate of tax clearance issued by Taxation Department, Tax Payer's Card, Attestation of Non-Bankruptcy, Plan of Location etc.
7. Technical Proposai
The technical documents must include :
a) Brief presentation of the firm
b) A statement of capability and experience indicating that they are qualified to perform the services required. This should be supported by brochures, attestation/evidence and description of experience in similar assignments accomplished and duly received, availability of appropriate skills among staff etc. Signed CVs and copies of certificates of staff must be included.
8. Essential Criteria
The selected firm should be:
- Highly experienced in the provision of security guard services
- Show previous record of similar assignments.
- Incomplete administrative documents
- False declaration or falsified document
- Lack of appropriate personnel.
10. Indicative Selection Criteria
The consultants shall be pre-selected on the basis of:
- Experience, especially in similar assignments (40/100)
- The caliber of human resources in relation to this assignment (25/100)
- The quality of equipment and logistics disposed by the firm (25/100)
- General presentation of bids (10/100).
