These works take into account ospects ofnorms end standards of rood works according to the Cameroonion rules. The works are defined within the norms and standards of construction of public contract, in the general terms of order of works and bill of quantities - estimated in this contract.
This work includes/understands the following operations
- Site installation;
- Preliminary work;
- General earthworks;
- Rood works;
- Storm water treatment;
Relocation of dealer networks, where applicable.
NB:If should be noted that the construction of the sanitation works will be done by the high intensity approach of manpower " (HIMO).

The file may be obtained at the Elak-Oku Council, at the Service for the award of Public Contracts,
Telephone N° 677977256 as soon as this notice is published against payment of a non- refundable sum of(75000)Seventy five thousand CFA francs, payable at the Council Treasury Elak-Oku representing the cost of purchasing the tender file.
Each bid written in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven(7)copies, that is one(01) original and six(06) copies labelled
assuch.These shall be submitted in one sealed pack containing three (3) envelopes, that Is, Envelope A: Administrative Documents, Envelope B: Technical file and Envelope C:Financial file.The sealed pack shall bear no information about the company and shall reach the, Service In charge of the award of contracts
(AT OKU) not later than 26/06/2018 at 10 am local time and note should be taken that in case of any ambiguities or differences during opening, only the original shall be considered authentic.

IN OKU SUB DIVISION, BUI DIVISION, NORTH WEST REGION
(To be opened only during bids opening session)
The offers arrived after the houror the date indicated above will be Inadmissible.
The maximum execution deadline shall be three (03) calender months, including the rainy season and other vagaries, with effect from the date of notificaMon of the administrative order of work commencement.
Each tenderer must attach to his administrative documents a provisional security Issued by a first-rate banking institution approved by the Minister of Finance, the amount of which is fixed at Eight Hundred and Thousand (8 00 000) FCFA.
During the withdrawal of the file, the tenderers will have to leave their complete address. Subject to rejection, the original ofthe provisional guarantee not be older than three(03) months.
The provisional guarantee will be released at the latest thirty (30)days after the time of validity of the offers to the successful bidder. For the successful bidder, the provisional guarantee will be released after submission of the final guarantee.
Under penalty of being rejected, only originals or true copies certified by the Issuing service must Imperatively be produced In accordance with the Special Regulations of the invitation totender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice
Any bid not In compliance with the prescriptions of the Tender File shall bedeclared Inadmissible. This refersespecially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance
The bids shall be opened in single phase. The opening ofthe Administrative documents, Technical and Financial offers shall take place on the 26/06/2018 at 10:30Am local time, bythe Local Tenders Board In the Council Hall.
Only bidders may attend or be represented by duly mandated persons of their choice.
. Evaluation criteria
There are two types of evaluation criteria:elimlnatory and essential criteria. [The aim of these criteria Is to Identify and reject incomplete bids or bids not in conformity with the essential conditions laid down in the Tender File.
i.Eliminatory criteria
Elimlnatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according of the essential criteria. The non-respect of the secriteria leads to the rejection of the bid made by the bidder.
They refer especially to:
• Absence of an element In the administrative file;
• Deadline for delivery higher than prescribed;
• False declaration, forged or scanned documents;
• A bid with the external envelope carrying a sign or mark leading to the Identification of the bidder.
•Two Bids with the same personnel
• Incomplete financial file..
• Technical assessment mark lower than 80% of "Yes".
a. Essential criteria
Essential criteria are primordial in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender.
The criteriarel atingtothequalificationof candidates are based on the following:
- General presentation of the tender flies;
- References of the company Insimilar achievements;
- Experience of supervisory staff ;
- Logistics (Equipment);
- Methodology;

stamped);
•Special Administrative Clausescompleted(each page should be Initialed and the last page signed and stamped);
• Pre—Financing capacitynotlessthan 75% ofthe amount required in the offer
The essentialcriteria are subjectedto minlmo whosedetailisgiven In theSpecial Regulation of the Invitation to tender (RPAO).
iii Main qualification criteria
The criteria relating to the qualification of candidates could be indicative on the following:
The essential criteria are subjected to minima whose detail is given in the Special Tender Regulation (RPAO).
This evaluation shall be done inapurely binary method with a(yes)or a(no)with an acceptable minimum of 80% of the essential criteria taken in to account.
The contract will be awarded tothe bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having scored 100% of the ellminatory criteria and at least 80% of the essential criteria
The jobbing order shall be awarded tothe bidder whosebid Is In conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality. (See article 33 of the public contracts code).
