Participation to this consultation is opened to Cameroon Small and Medium Size Enterprises that are in compliance with the laws of the land.

This project shall be financed by the Ministry of Public Health for 2024 Public Investment Budget with budget head numbers as follows. 58 40 047 06 641606 464211 611

The Consultation File could be consulted in the Department of Technical Service of the Bamenda II Council Office of SIGAMP after the publication of this consultation.

The file may be consulted and obtained in the Technical Service of the Bamenda II Council Office of SIGAMP Tel: (237) 676244462 with effect from the date of signature of this Tender Notice upon presentation of a receipt attesting to the payment of a non-refundable fee of 25.000FCFA (Twenty-Five thousand Francs CFA) into Bamenda II Council Treasury, representing the cost of purchasing the Quotation File.

Complete bidders’ files, including all administrative documents, must be deposited in seven (07) copies including one (01) original file and six (06) copies on the 28/06/2024 at 10:00 AM latest time in sealed envelopes, in the office of SIGAM of the Bamenda II Council bearing the inscription:

The dead line of execution is thirty (45) days from the date of notification of this Jobbing Order to begin.

Bids will be opened on the 28/06/2024 at 11:00 AM in the conference hall of the Bamenda II Council, by the Bamenda II Council Internal Tenders Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desired.

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

Eliminatory criteria

• Outright elimination during the opening session of the bids

3.  Deadline for delivery higher than prescribed;
4.  False declaration or falsified documents;
5.  A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;

7.  Change of quantity or unit of the Tender file in the financial bid;
8.  Non respect of 75%of essential criteria;
 
Essential criteria

1-  General presentation of the tender files;

 2-  Financial capacity;

 3-  References of the company in similar achievements;

 4-  Quality of the personnel; 

 5-  Technical organization of the works;

 6-  Safety measures on the site;

 7-  Logistics;

 8-  Attestation and report of site visit;

 9-  Special Technical Clauses initialed in all the pages;

10-Special Administrative Clauses completed and initialed in all the pages.

 These essential criteria are subject to lower limits, the details of which are spelled out in the Special Regulations of the invitation to tender

The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.
