Designed in three phases of four years each, PNDP is an evolving loan programme set up by the Government with the support of development partners. It is an outstanding implementation tool earmarked for the Growth and Employment Strategy Paper (GESP) of Cameroon.
The first two phases of the Programme have been implemented thanks to fundings emanating from an internal source (HIPCs, PIB) as well as those from the World Bank and the French Development Agency (FDA) within the bilateral debt relief framework with France and that of a grant from the KfW. To such fundings, one can equally mention those provided by the Global Environment Facility (GEF) and the Japanese Co-operation as concerns phase 1 only. The said Programme has so far covered six Regions, namely: Adamawa, Centre, North, West, South and Far-North during its first phase and has been extended to the 10 Regions of the country as a whole since the kick-off of the second phase.
These two first phases have been smoothly executed to the satisfaction of the beneficiary populations, donors as well as the Government. Amongst the results so far secured by the Programme, one can cite the elaboration of Communal Development Plans (CDPs). The latters which are referred to as a local planning tool earmarked for the provision of assistance in connection with the transfer of skills to Councils, has been recognized and implemented at the national level since 2012, notably as far as the preparation of the Public Investment Budget was concerned. As a result, 328 CDPs have already been drawn up and approved at the local level by the Supervisory Authority.
With a view to extending such coverage to the national territory as a whole, the Government has instructed PNDP, under its third phase, to actively involve sub- Divisional Councils in the said operation, thereby systematically taking into account the urban planning documents drawn up under the supervision of the Ministry of Housing and Urban Development (MINHDU).
In order to adjust the entire CDPs of the country to the programme budget, a wide process aimed at updating such CDPs is underway. The said updating operation is, inter alia, geared towards enabling the analysis integration of Development Objectives (ODD), a better taking into account of indicators such as Gender component, social protection, climate changes, early childhood, refugees and displaced peoples in case there were any.
Such CDPs which are currently being updated, are equally undergoing a thorough overhaul through the various diagnostics carried out as well as their consolidation within a logical framework prior to the planning process.
By contrast, with regard to the recently accepted series of CDPs, namely in 2014, 2015 and 2016, the diagnostics will no longer be carried out under their updating phase. Such CDPs will be based on the last diagnostic report to be re-adjusted, although community-based consultations are expected to be light in order to revamp CCs, update the priority projects, assess and reschedule endogenous measures both in the rural and urban areas.
This mission shall have as overall objective to select consultants (Non-Governmental Organization, Association, Common Initiative Group and Council) charged with updating CDPs under the recently covered councils, revamp CCs, assess and reschedule endogenous measures in rural and urban areas, with a view to re-adjusting them to the Programme Budget, thereby taking into account all the latest innovations, notably: the integration of the analysis made in connection with the Development objectives (Dos), a better taking into account of indicators such as Gender, social protection, climate changes and early childhood, refugees and displaced peoples in case there were any.
The National Co-ordinator of PNDP shall be called upon to invite all (« Consultants ») deemed eligible to express their interest, thereby providing the above-mentioned services. Interested Consultants must provide information attesting to their capacity to perform such services (brochures/leaflets, references in connection with the performance of similar contracts, proven experience in similar working conditions, etc.) and also that they have already performed similar services with satisfaction (services completed under good conditions).

A consultant shall be short-listed according to the selection method based on the Qualification of Consultants (QC), as laid down in the Directives dubbed Selection and Employment of Consultants by the World Bank’s Borrowers under the IRDB’s Loans, IDA’s Credits and Grants, January 2011, version revised in July 2014 under the (« Directives of Consultants »).
The Expressions of Interest (one original and six copies) stating the region and councils solicited must be submitted, latest on October 26, 2018, at 03:00 P.M., (local time), in conformity with the table below and shall bear the following mention « Call for Expression of Interest for the selection of Consultants (Non-Governmental Organization, Association, Common Initiative Group,) with a view to updating Communal Development Plans (CDPs) through a light planning-based approach».
