Drainage system.

The estimated cost of the operation following prior studies stands is 27 000 000 (twenty seven million) francs CFA.

The maximum execution dateline provided by the Project Owner for the execution of the works subject of this tender shall be three (03) months

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved bythe Ministry In charge of Finance featuring on the listin document 12 of the tender file of an amount of 540 000 (fifty four hundred thousand) Francs CFA and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer }in accordance with the spécial conditions of the invitation to tender. They must not be olderthan three preceding the original date of subdivision of bids (3) months or must not have been established after the signing of the tender notice. Anyincomplète offerin accordance with the prescriptions of this notice and tenderfile shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The opening of ail bids is done in a single phase. The opening of the administrative documents, the technical and financial offers shall take place on 05/10/2016 at 02 o'clock by the Tenders Board attached to the Divisional Delegation of Public Contracts in the president office of Tenders Board of the Mayo-Danay (YAGOUA - TIKORO quarter).
Only bidders may attend or be duly represented by a person of their choice, (event in the event of a joint-venture) with sound knowledge of their files.

Technical proposal

Incomplete or non-complaint documents;

False declaration, falcificated orscanned documents;

Non-existence in the technical proposal of the rubric "organization, methodology and planning";

Failure to meet at least twenty-nine (29)out of theforty-two (42)essential criteria;

Financial offer

Incomplete financial offer;

Non-compliant documents;

Omission of a quantified unit price inthe financial offer;

Absence of a sub-detailed price;

Unrealistic and erroneous sub-detailed price.

Essential criteria

Presentation based on three (3) criteria,

Personnel based on twelve (12) criteria,

Equipment based on six(06) criteria,

Work planning based on eleven(ll) criteria,

Company's prefinancial references and abilities based on ten (10) criteria

The Mayo-Danay Divisional Delegate of PublicContracts in MAGA, the Contracting Autority, shall award the contract to the tenderer with the lowest and technically compliant bid deemed to be essentially in keeping with the tender file.

Valldlty ofoffers Bidders will remain committed to their offers for a period of ninety (90) days with effect from the deadline set for the submission of tenders.
