Tenders shall be divided into three volumes and submitted in a simple envelope as follows:
> Volume 1: Administrative documents;
> Volume 2: Technical proposal;
> Volume 3: Financial offer.
All the constituent documents (volumel, 2 and 3) shall be enclosed in a large and sealed outer envelope bearing only the subject of the tender concerned.
The different documents of each bid shall be numbered in keeping with the order indicated in the tender file and separated by color dividers.

The offers shall be opened ina single phase, in the conference room of the Kumbo Council, on the 02/04/2018 at 11:00am. Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender fill shall be rejected. Bids shall be opened and assessed in a single (01) phase.
This shall involve: Opening and appraisal of validity and authenticity of documents. Opening of envelopes containing technical and financial documents to appraise and evaluate technical proposals.
N.B: Any bids which shall not obtain 80% score in the administrative evaluation shall be eliminated.
