In line with the execution program of C2D Regional Capital, the State of Cameroon through the Government Delegate to the Bamenda City Council launches an Open National invitation to tender for the construction of the offices for the local coordination unit for the follow up of the C2D-Regional Capital in Bamenda City under the Emergency Procedures, in the North West Region.

The works subject of this contract includes:
> PRELIMINARY WORKS
> FOUNDATIONS ;
> MASONRY - ELEVATION GROUND FLOOR;
> DECKING ;
> CARPENTRY & METAL WORKS
> COATING
> PLUMBING - ELECTRICITY-AIR CONDITIONING
> PAINTING
> LANDSCAPING
> FIRE SAFETY
And according to the specifications include in the STC.

The estimated cost of the operation after studies stands at 60 000 000(Sixty million) FCFA excluding Taxes.

The works are regrouped in a unique lot.

Participation in this invitation to tender is open under equal conditions to all enterprises of public works operating under the Cameroonian law.

The file may be obtained from the Government Delegate's  Secretariat at the Bamenda City Council (TEL: 233 361 313 or 677 773 859) and at the officeof the Coordinator of the program (Tel: 677 850 332) as soon as this notice is published against payment ofa non-refundable sum of 80 000 (Eighty thousand) CFA francs payable at the Bamenda City Council Treasury under the budgetary head 712 101

He wishes to inform the general public and interested candidates that the deadline for submission of bids of this Invitation to tender originally scheduled for 09th August 2018 and extended to 20th August 2018 has further been extended to 24th August 2018.

The maximum execution deadline provided forby the Project Owner for the execution of the works subject of this tender shall be 04 (Four) months.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank or insurance company approved by the Ministry in charge of Finance featuring in this tender file of an amount of 1 200 000 (One Million Two hundred thousand) FCFA and valid for thirty(30) days beyond the original date of the validity of the offers.

For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities (Senior  Divisional Officer, Divisional Officers etc...) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.

The administrative, technical and financial bids shall be opened in a single phase. The opening of the administrative documents and the technical and financial offers shall take place on 09th of August 2018 at 1:00 o'clock p.m precisely by the Bamenda City Council Internal Tenders Board, at the Bamenda City Council library behind the Grand Stand .

Bidders may attend or be represented byaduly mandated person.

[The evaluation criteria are of two types: the eliminatory criteria and the essential criteria. The aim of these criteria isto identify and reject incomplete offers or offers not in conformity with the essential conditions laid down in the tender file relating especially to admissibility of administrative documents, the conformity of the technical offer to the Terms of reference of the tender file and the qualification of candidates].
 Eliminatory criteria
- Absence or non-conformity ofa document in the administrative file;
- False declaration, falsified or forged documents;
- Absence or insufficient bid bond;
- Bids submitted after the latest time;
- Omission ofa quantified task in the financial bid;
- Absence or non-conformity of financial capability;
- Technical score less than 75% of essential criteria;
Deadline for delivery above that prescribed
- The absence ofa declaration honor to abstain from any corruption practices.
 Essential criteria
The following essential criteria shall be evaluated ina binary manner (satisfactory ornot) and will include:
- General presentation of the tender files;
- References of the company in similar achievements;
- Quality of the personnel per lot requested;
- Attestation and report of site visit;
- Technical organization and methodology of execution of the works,
- Equipment put aside for this project,
- Special Technical Clauses initialed inall the pages and signed, stamped and dated on the last
- Special Administrative Clauses completed and initialed inall the pages and signed, stamped and dated on the last page;
- Safety measures on the site.
- Financial capacity

The contract shall be awarded to the bidder whose bid has been judged essential in compliance with the tender file and is evaluated as the lowest.

Bidders will remain committed to their offers for 90(ninety) days from the deadline set for the submission of bids.
