The purpose of this open National call for tenders is the extension of District Hospital of Nkondongo, a buildind of tree levels with services hereafter:

The Minister of public health, master of project work, invites eligible companies to present their offers under firm folds, for the execution of the services below.

The works, subject of this invitation to tender, are available in one single lot with the following parts :

The estimated cost of the operation after preliminary studies is 450 000 000 (FOUR HUNDRED AND FIFTY MILLIONS) Francs CFA

The participation in the present consultation is opened in to Cameroonian-based enterprises having competences in construction and rehabilitation.

The work which is the subject of this Tender shall be financed by Ministry of Public Heath 2019 PIB.

The Tender file may be consulted during working hours at the Contract service of the MOH, located near the Headquarters of the Cameroon Red Cross Society in Yaoundé,

The tender file may be obtained during working hours from the Contracts Service following the publication of this invitation to tender upon submission of a treasury receipt attesting the payment of a non-refundable sum of FCFA 200 000 (Two hundred thousand F.CFA) into the Public Treasury.

Each bid drafted in English or in French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Contracts Service situated at the above mentioned address referred to article 6 not later than 10/08/2018 at 13 p.m. local time, either through registered mail with acknowledgement of receipt, or submitted against a receipt and labeled:

The deadline of execution as provided for by the contracting to carry out the work shall be twenty (20) Months.

Each bidder shall include in his/her administrative file, a provisional guarantee (in accordance with the model enclosed in the appendix) to the tune of 8 000 000 (EIGTH MILLIONS CFA FRANCS) with a validity period of 120 (one hundred twenty) days as from the date of opening of the tenders, issued by a well-established bank approved by the Ministry of Finance.

Any other required administrative documents must be produced as original documents and photocopies certified as authentic by the issuing authority within the last three months or should be currently valid, according to the listing provided for in the special rules of the tender, otherwise they shall not be accepted.
Any bid that does not comply with the specifications of this invitation to tender shall be excluded from the technical analysis. This concerns the absence of a provisional guarantee issued by a well-established bank licensed by the Ministry in charge of Finance or non compliance with the model tender file documents.

The bids shall be opened on 10/08/2018 by the Ministry Contract Award Board of the Ministry of Public Heath in the Conference Hall of the Contract Award Board of MOH located at the former PSFN building near the headquarters of the Cameroon Red Cross, as from 14 a.m. local time, in the presence of the bidders or their duly authorized representatives.

1- Eliminatory criteria

a) Incomplete or non-compliant administrative file after 48 hours for the supply of the relevant part;
b) Absence of a quantified unit price;
c) Untrue declaration or falsified documents;
d) Less than 21 YES out of 27
e) no bid guarantee,
f)  Absence of declaration signed on the honor of not abandoning a contract or non-  default in the execution of a public contract.    

2- Essential Criteria

The evaluation of the technical bids will be made according to the binary system (yes / no) on the basis of essential criterion below:
a) References of the company; 
b) Technical staff of the company; 
c) Methodology and work planning;
d) construction equipment to mobilize;
e) work execution schedule;
f)  accepting condition of contract (CCAP & CCTP paraph, dated and signed)
g) Presentation of bides.
Only tenders that will have obtained 21 YES out of 27 shall be qualified for financial    analysis.  

The contract shall be awarded to the bidder who presents a technically consistent being the best bidder on the following conditions.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
