Within the framework of effectively carrying out its missions and ensuring the production of high yield quality rice to fight against poverty and hunger in Cameroon, the General Maiiager of the Upper Nun Valley Development Authority (UNVDA), Contracting Authonty, hereby lauches an Open national Invitation to Tender in emergency procedure for the rehabilitation of three (03) dams at Babanki, Bamessing and Upper Bamunka farms in Ngoketunjia Division.

The nature of works to be carried out within the framework of this tender includes:

• Clearing
• Diversion of water course
• Dredging ofdams and reservoir at seed farm
• Demolition of certain structures
• Construction of canal walls
• Concreting ofdam floors

The estimated cost of the operation following prior studies stands at 28 620 000 twenty Eight Million Six Hundred and Twenty Thousand) FCFA Tax Inclusive.

The works are made up of a single lot.

Participation to this tender is open to bidders,justifying a proven and verifiable experience in the domain of public works.

Works which form the subject of this tender shall be financed by the 2018 Public Investment Budget of MINADER, Imputation; 52 30 392 01 44 16 160 2813.

Each offer drafted in English or French in seven (07) copies including the orignal and six (06) copies marked as such and sealed in an envelope shall be deposited at the General Secretariat of UNVDA not later than 22nd August 2018 at 10 o'clock local time. The sealed envelope should carry the inscription:

The maximum execution deadline provided for by the Contracting Authority for the execution of the works subject of this tender shall be sixty (60) calendar days as from the date of notification of the Service Order to commence works to the Contractor.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 of this tender file of an amount of 5720 000 (Five hundred and Seventy Two thousand) CFA francs and valid for thirty (30) days beyond the original date of the validity of the offers.
NB: Certified checks will not be accepted.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions ofthe tender.
They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence ofa bid bond issued by afirst-rate bank approved by the Ministry in charge of Finance.

The opening of the bids will beina single phase.
The opening of the Administrative documents and the technical and financial offers shall take place on the 22nd August 2018 ,at 11:00 am, local time in the Conference Hall of UNVDA -Ndop.
Only bidders or their duly authorized representatives who have a perfect knowledge of the documents may attend the opening session. Tenderers should note that they remain bound by their tenders for aperiod ofninety (90) days from the dead line for submission of bids.

14.1.Eliminatorv criteria
Administrative Documents:
a) Absence of an administrative document;
b) Absence of a bid bond issued by a first-rate bank approved by the Ministry in charge or Finance;
c) Absence of an Attestation of Non-exclusion from public contracts delivered by the Public Contracts Regulatory Agency;
d) False declaration or falsified documents.
Technical bids:
a) Falsified declaration or falsified documents;
b) Absence ofan essential equipment (either a hydraulic excavator or a multipurpose tractor),
c) Absence of adeclaration testifying that the bidder has not abandoned a contract during the past three (03) years;
d) An attestation proving that the bidder is not included in list of defaulter enterprises established yearly by the Minister of Public Contracts;
e) Absence of a site visit attestation provided by the bidder;

1) Have less than 27 YES of the 34 technical points.
Financial bids:
a) Non conformity of tender submission;
b) Absence of a price in the Price Schedule having a quantity.
14.2 Essential criteria
The criteria for qualification of candidates will include;
- References of the Contractor (01 sub criteria) YES/NO
- The availability of materials and essential equipment (8 sub criteria) YES/NO
- Experience of supervisory staff (9 sub criteria) YES/NO
- Technical proposition (11 sub criteria) YES/NO
- Presentation of the offer (05 sub criteria) YES/NO
Only tenders will have at least 27 YES out of 34 shall be retained for financial evaluation

The Contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially with the Tender File and has the required technical and financial capacities to execute the contract satisfactorily, and whose bid will have been evaluated as the lowest.

Bidders will remain committed to their tenders for a maximum period of ninety (90) days from the deadline set for the submission of tenders.
