The offers must be accompanied by a bid bond of 360,000 (Three Hundred and Sixty Thousand) CFA francs in accordance with the attached model guarantee.

Any offer not in conformity with the prescriptions of the Tender File shall be declared inadmissible.

The opening of the administrative and technical offers will take place on the same day at 11 a.m. precisely in the conference hall of UNVDA at Ndop. Only bidders may attend this opening session or be duly represented by persons of their choice having a perfect knowledge of the file. The financial offers shall be opened at a later date.

- false declarations;
- offers presented in less than five copies each;
- language used if not French or English.
5.2 Essential criteria:
• Presentation of offer points,
• Experience of the consultant 25 points;
• Conformity of the work plan and the methodology proposed in the terms of Reference 30points;
• Qualification and skill of the key personnel for the mission 40 points.

The Consultant shall be chosen using the quality-cost method to the best bidder at the end of the Tender award procedure in accordance with the evaluation criteria as detailed in the Special Regulations of the Invitation to Tender.

Bidders shall be bound by their offers for Ninety (90) days from the deadline of the submission of the offers.
