The Government of the Republic of Cameroon hasbeen allocated a third Credit by the International Development Association in order to finance the National Community-Driven Development Program referred to by its French acronym as PNDP. For its part, PNDP intends to transfer part of such credit to payments in connection with the supply, installation and going into operation of solar kits within the implementation framework of the sim_ba software in 56 councils.

 The procurementof contract shall be governed by the National Invitation to Tender procedure (AON) as laid down in the « Directives: Procurement of Contracts of Supplies, Works and Services (other than the Consultants’ Services) by the World Bank’s Borrowers under the IBRD’s Loans and IDA’s Credits and Donations of January2011 », revised in 2014 and open to all eligible bidders.

Interested and eligible bidders may obtain additional information at the National Community-Driven Development Program (PNDP),from Monday to Friday between 09:00 a.m. and 03:00p.m., local time.

 The Invitation to Tender File is available and may be obtained by bidders at the address mentioned below against presentation of the original payment certificate of a non-refundable amount of  CFAF one hundred thousand (100, 000), accounting for 200 Dollars, given that 1 dollar = CFAF 500, into the following account N0. 335 988 open in 12 branches of BICEC under the name"CompteSpécial CAS ARMP", namely: the  CentralAgencies of Yaounde, Douala Bonanjo, Buea, Ebolowa, Dschang, Ngaoundere, Maroua, Limbe, Bafoussam, Bamenda, Garoua andBertoua, as the file-acquisition costs. Bids must be deposited along with a bid bond to the tune of CFAF two million(2, 000, 000); they shall remain valid for a period of one hundred and twenty (120) days.

Bids should be deposited at the following address, latest on 13 September 2018 at 12:00 a.m. (local time). Bids submitted through electronic means shall be rejected. Bids deposited beyond the deadline shall not be accepted.Bids shall be opened in the presence of tenderers or of the duly mandated representative(s) on 13 September 2018 at 01:00 p.m. (local time) to the below-mentioned address.

The sealed envelopes shall bear the following mention:

The qualifications requirements shall be as follows:

-Financial capacity

If the bidder is a manufacturer:
The Bidder shall provide a written evidence that s/he meets the following requirements: a financial statement of the last three (03) fiscal years (2015, 2016 and 2017), that has been delivered by an authorized chartered accountant; the bidder shall have recorded annual turnovers, exclusive of taxes at a minimum of CFAF 100, 000, 000.

If the Bidder is not a manufacturer, but proposes supplies on behalf of the manufacturer:
The Bidder shall provide a written evidence that s/he meets the following requirements: a financial statement of the last three (03) fiscal years (2015, 2016 and 2017), that has been delivered by an authorized chartered accountant; the bidder shall have recorded annual turnovers, exclusive of taxes at a minimum of CFAF 60, 000, 000.

Bids submitted through electronic means shall be rejected. Bids deposited beyond the deadline shall not be accepted.Bids shall be opened in the presence of tenderers or of the duly mandated representative(s) on 13 September 2018 at 01:00 p.m. (local time).

ii)    Technicalcapacity and experience

Be it a manufacture or not, the Bidder must show proof that s/he meets the following technical requirements in terms of capacity:

-The Bidder shall be called upon to provide written evidence in the form of leaflets, catalogs and drawings; that the supplies are in compliance with the technical specifications and norms as provided for in Section VII  dubbed « Supplies-related specifications » along withdetailsin connection with the main technical features and performancefor the related Supplies and Services; such features should show proof that they correspond, for the essential, to the said specifications and provide, if any, a list of deviations and reservations  from the provisions of Section VI.

-A list of similar contracts (at least two (02) similar contracts worth CFAF 70, 000, 000, exclusive of VATeach) performed by the bidder as the main supplier in the course of the last five (05) fiscal years (2013, 2014, 2015, 2016 et 2017), must be provided along with the amounts to be paid in freely convertible currencies (TE&ATI) as well as the names of acquiringAdministrations.

N.B: Append the copies of agreements and those relating to the acceptance minutes thereof.

-An aftersales certificate (Consult the Invitation to Tender Document for further information).

The maximum deadline provided for the inspection, by PNDP, of equipment placed in the warehousesof the enterprise (of the supplier) shall not extend sixty (60) days as from the date of notification of the notice of commencement of works. The deadline for the installation, going into operation and training of personnel in the beneficiary councils will be set after inspection. Upon completing such inspections, the supplier is expected to submit a detailed and realistic distribution schedule along with the staff tasked with performing such inspections. Thetransportation of such solar kits from the location of each PNDP’s Regional Unit to the various councils will be both chargeable to the Program (PNDP) and the Council.In order to prevent any risks likely to occur during the transfer of the said solar kits on the one hand, and between the provisional and final acceptance of such supplies on the other hand, the Supplier shall be required to take out an Insurance Policy.
