Supply of minimum packet for some primary schools in FONGO TONGO Council,

Participation in this Invitation to tender shall be open to Cameroonian-based enterprises with experience in the domain.

Work subject to this invitation to tender shall be financed by the Running budget 2025

The tender file can be consulted during opening hours in FONGO TONGO Council at the General Secretary Office Tel.:696525816

The tender documents may be obtained at the Service of development of the FONGO TONGO Council, upon presentation of a receipt of payment into the public Treasury of a non-refundable fee of 50 000 (fifty thousand  ) Francs CFA.

The said receipt must identify the payer as representing a consulting firm willing to participate in the tender.

Each bid drafted in English or in French in Seven (7) copies including one (1) original and six (6) copies shall be submitted to from the FONGO TONGO council, upon publication of this invitation to tender not later than 12/02/2025__at 09 a.m. local time deposited against a receipt.

The deadline of execution set by the Contracting Authority shall be sixty (60) days.

8.         TENDER COMPLIANCE

Each bidder shall include in his/her administrative file, a provisional guarantee issued by a well-established bank, approved by the Ministry in charge of finance and whose list features in Document of the Consultation File with a validity period of Thirty days beyond the original date of validity of bids to the tune of the Mayor of FONGO TONGO Council for the amount of 200 000 (two hundred thousand) francs CFA;

Any other required administrative documents must be produced as original documents or photocopies certified as authentic by the issuing authority within the last three months or in course of validity, according to the listing provided for in the special regulations of the tender, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be rejected. Notably, the absence of the provisional guarantee issued by a well-established bank approved by the Ministry in charge of Finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid.

Bids shall be opened in one phase. The administrative, technical and financial bids shall be opened on 16/02/2025 at 09 a.m. local time by the Council Tenders Board at the FONGO TONGO Council. In the presence of the bidders or their duly authorized representatives having full knowledge of the file.

MAIN ELIMINATORY CRITERIA:

a)              Absence of the provisional guarantee;

b)              Absence of an administrative file or noncompliance file not regularized in 48 hours;

c)              False declaration;

d)              Falsified document.

ESSENTIALS CRITERIA

1)    Noncompliance of bid with the technical specifications;

2)    Omission of a quantified unit price;

The contract shall be awarded to the lowest bidder and whose bid complies with the technical specifications.

Any bidder can win more than one lot.

Bidders shall be bound by their bids for a period of Sixty (60) days with effect from the date of opening of bids.
