COUNCIL CHAMBERS IN IDENAU FAKO DIVISION IN THE SOUTH WEST REGION

The estimated cost after preliminary studies stands at eighty five million two hundred thousand (85,200,000 frs) all taxes inclusive

The ^works which are subject of this invitation to tender are grouped into a unique lot

Participation is opened under the same conditions at ail Cameroonian companies and business concerns that have proven experiences in the field of building construction and civil engineering in general and who are not in a period of suspension by the authority in charge of public contracts.

Works which formed the subjects of this invitation to tender shall be financed by the 2018  INVESTMENT BUDGET of FEICOM/IDENAU COUNCIL. Autorisation no:---------------------------------

IMPUTATION:

The tender file may be consulted during working hours at the Regional Delegation of Public Contracts Office Buea, the Service of procurement Tel: 233 32 32 39/233 32 32 45 as soon as this notice is published.

The evaluation of bids shall be carried out in three stages:

• 1^s1 stage: Verification of the presence and conformity of each document:

¨     2 ^nct stage: Evaluation of the technical bids:

¨   3^rd stage: Analyses of the financial bids. The criteria of evaluation shah be as follows: 14.1 — Eliminatory criteria

- Absence cf a document in the administrative file;

- Deadline of execution more than the prescribed: - False declaration or falsified or scanned documents.

- Absence or insufficient bid bond:

- Omission of a quantified task on the bill of quantities and cost estimates

- Enterprise with an abandoned contract or uncompleted project (above 10%

Penalties without due justification) in the South West Region  for  the past 3 years
-Non satisfaction of at least 75% of the main qualification criteria.

Main qualification criteria:

The criteria relating to the qualification of candidates could indicatively be on the following:

• Financial situation
• Experience of the enterprise
• Personnel ta be mobilized
• Equipment put at the disposal of the project.
• Methodology / organisation of the site.

The contract shah be awarded to the bidder whose bid is in conformity with thedispositions of the tender file and on the basis of the lowest bid and technical

quality in accordance with article 33 of the public contracts code

The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
