Within the framework of ensuring the Three Year Contingency Plan for the speeding up of growth in Cameroon, the Minister of Public Contracts, Contracting Authority on behalf of the Ministry of Agriculture and Rural Development, hereby launches a Mutual Agreement (Gré à Gré)'s Consultation notice following authorization N° 004312/L/MINMAP/SG/DGMAS/DMAG/CE4 of 09 June 2017 for the supply of spare parts, small tools and equipment for the rice Mill in the Upper Nun Valley Development Authority (UNVDA) Ndop

10.Delai de Livraison New(Additif)

The maximum deadline provided by the Contracting Authority for the supply shall be ninety (90) days.

12.Recevabilité des Offres New(Additif)

Under penalty of being rejected, the administrative documents required, must be produced in originals or true copies certified by the iXssuing service or an administrative authority (Senior Divisional Ofificer, Divisional Ofificer...) in accordance with the Special Conditions of the invitation to tender.

They must not be older than three preceding the original date of submission of bids (03) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a fïrst-rate bank approved by the Ministry in charge of Finance.

13.Ouverture des Plis New(Additif)

An ad hoc Committee designated by the Contracting Authority shall proceed in the opening and the evaluation of bids  

NB: Only bidders may attend the opening session or be represented by a person of their choice duly authorized. The beneficiary (UNVDA) shall be represented at the opening session.

14.Critères d'évaluation New(Additif)
  • Main evaluation criteria

The analysis of bids is going to be based on the eliminatory and the essential criteria. Only bids with satisfactory administrative file shall be examined technically and financially. ,

  •  Eliminatory criteria

i)  Non-conformity of administrative documents;

ii) False declaration or felsified documents ;

iii) Less than 70% of "yes" in the essential criteria.

  •  Esscential criteria

Bids shall be analysed technically on the basis of the following essential criteria:

o General presentation of file;

o Bidders' reference on similar supplies;

o Equipment to mobilise;

o Methodology of execution.

Any tender should totalise at least 70% in essential criteria in order to be admitted for the financial analysis.

15.Attribution New(Additif)

En application des instructions du Ministre Délégué à la Présidence de la République chargé des Marchés publics, le Maitre d'Ouvrage transmettra l'ensemble du dossier à la Commission Interne de passation des Marchés des Travaux pour compétence

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their tenders for a maximum period of ninety (90) days from the deadline set for the submission of tenders.
