The General Manager of the South West Development Authority (SOWEDA) hereby launches a Request for the Expression of Interest for the Pre-Qualification of Consultancy Firms to carry out an Organisational Structure and Staffing Plan of SOWEDA.

The services that are subject of this Request for Expression of Interest shah be financed by the budget of the 'Contrat-Plan Etat/SOWEDA 2016-2018, Chapitre 93/2016'.

The services that are subject of this request for expression of interest are defined in the Terms of Reference of the assignment.

• Participation in this manifestation of interest is open to ail consultancy firms with sufficient technical competence and national experience in the provision of the services mentioned above.
• Consultants may associate with other consultancy firms in order to enhance their qualifications and experience. In this respect they shah clearly specify the type of association (joint-venture or sub-consultancy).

The services winch are the subject of the Invitation to Tender that shah be launched subsequent to this Request for Expression of Interest shah be financed under the 'Contrat-Plan Etat/SOWEDA 2016-2018, Chapitre 93/2016' budget.

Each Expression of Interest should consist of an Administrative File and a Technical Proposai sealed in separate envelopes, written in English or in French and submitted in rive (05) copies each, of which one (01) original and four (04) copies.

All Expressions of Interest should be submitted at the Secretariat of the Director of General Affairs of SOWEDA, P.O. Box 336 Buea, South West Region on or before 08 July 2016 at 10:00 am prompt.

The file shah be contained in a single and sealed envelope addressed to the General Manager of SOWEDA, P.O. Box 336 Buea bearing the inscription:

The opening and evaluation of application files in view of pre-qualifying the consultancy firms shall be carried out at SOWEDA, Buea.

9. Eliminatory Criteria

• Incomplete administrative documents or absence of a requested document
• False declaration or falsified document
• Lack of appropriate personnel or personnel not having required experience.

10. Indicative Selection Criteria

The consultants shall be pre-selected on the basis of:

-   Experience, especially in similar assignments (60/100) - The caliber of human resources in relation to ibis assignment   (30/100)

-    General presentation of bids (10/100).

Technical documents shall include:

• Presentation of the consulting firm showing its general references in the domain of the required expertise
• A presentation of the consultant indicating its references on same type and/or similar contracts carried out with proofs
• Qualifications and working experiences of the key personnel to carry out the service (dated and signed CVs of each personnel, copies of their academic and professional certificates)
• References of services of similar nature supported by justifications.
