The National Co-ordinator of PNDP hereby requests, via this National Call for Tender’s Notice, all tenderers who fulfill the required conditions to submit their bids in a sealed envelope. Such bids are intended for the subscription of a car, health, individual and comprehensive insurance accidents policy, as well as an office and third-party liability insurance policy, to the benefit of PNDP as follows:

• Lot 1: A car insurance policy;
• Lot 2: A health and individual insurance accident policy;
• Lot 3: A comprehensive office insurance policy as well as a Third-party liability insurance policy.

For purposes of qualification, such bidders must meet the following requirements:

a) Financial capacity :
The bidder must submit a financial statement covering the three (03) last financial years, namely 2015, 2016 and 2017. The said document must have been attested to by a Certified Public Accountant and must ascertain that the bidder had already and successfully achieved annual turnovers during the above-mentioned period, and that at least one of such annual turnovers, all taxes excluded, stands at a minimum amount of CFAF 100, 000, 000.

b) Technical capacity and experience:
The bidder must demonstrate, based on documented evidence, that s/he meets the following requirements in terms of technical capacity:
a) A list of identical contracts (at least two (02) similar contracts amounting to CFAF 50, 000, 000 each, VAT excluded) performed by the bidder in his/her capacity as the main supplier over the last five (05) fiscal years (2013, 2014, 2015, 2016 and 2017), must be submitted along with amounts expressed in a freely convertible currency (Taxes excluded & All Taxes Included). Such contracts must bear the names of the purchasing Administrations.

N.B.: The bidder shall be required to append to his file documents such as copies of contract/agreements, reports of receipt of attestations of good performance in terms of the execution of similar contracts/agreements
b) the Bidder will also be required to provide written proof in his/her bid in the form of leaflets, catalogues and drawings, stating clearly that such supplies will comply with the technical specifications and standards, as laid down in Section VI on the one hand, as well as with details of the main technical features and performance, on the other hand, with regard to the Supplies and Ancillary Services, thereby showing that such bids basically correspond to such specifications. When and where necessary, the said bid must equally highlight a list of divergences and reservations expressed in line with the provisions of Section VI.
The above-mentioned documents should comply with the regulations in force, duly signed and dated.

c) Other requirements
This Open National Call for Tender shall concern the following bidders:
• Only direct Offices (to the exclusion of local insurance brokers) of Insurance Companies operating in Cameroon on a regular basis;
• Approved by the Ministry of Finance (MINFI), and;
• Members of the International Conference on Insurance Market, well known by its French acronym as CIMA.

N.B.: The following criteria shall be taken into consideration when evaluating such bids, namely:
- The absence of a bid bond of the lot solicited;
- Never have been suspended in the course of the 2918 fiscal year;
- Not to be under surveillance.

The procurement procedures will be based on the Open National Call for Tender, as provided for under the « Directives: Procurement procedures funded by the IBRD’s Loans and IDA’s Credits », Edition of January 2011, revised in July 2014, and accessible to all bidders from the eligible countries, as provided for in the very Directives.

The Tender File is available and may be withdrawn by bidders at the address mentioned below upon presentation of the original of the payment receipt of a non-refundable amount of CFAF One hundred thousand (100 000) into the account N0. 335 988 opened with twelve (12) BICEC branches under the name "Compte Spécial CAS ARMP" (Special Account CAS ARMP). Such branches are located in the following chief towns such as: Yaounde Central Branch, Douala Bonanjo, Buea, Ebolowa, Dschang, Ngaoundere, Maroua, Limbe, Bafoussam, Bamenda, Garoua and Bertoua. Such amount shall represent the file acquisition fees.

All bids must be deposited at the address mentioned below, latest on November 7, 2018 at 12:00 prompt, (local hour), more specifically at the National Co-ordination Unit in charge of Procurement with PNDP, at the venue referred to as pont-dragages, after the residence of the Ambassador of Côte d’Ivoire, not far from the offices of the United Nations for the Education, Science and Culture Organization/UNESCO and that of the United Nations Development Programme /UNDP, Door N0. 211 D P.O. Box 660 Yaounde, phone: 222 21 36 64, fax: 222 21 36 63, E-mail: pndp_cameroun@yahoo.fr and must go along with a bid bond (in compliance with the formula laid down in the Tender File (DAO), standing atan amount at least equal to CFAF 800, 000 (Eight hundred thousand) as per Lot 1, CFAF 1, 000, 000 (One million) as per Lot 2 and at CFAF 130, 000 (One hundred thirty thousand) as per Lot 3. The validity of such contracts shall not extend one hundred eighteen (118) days, starting from the date of bids’ opening. 

The submission of bids via E-mail shall not be authorized. In the same vein, all bids deposited after the official hour set for such purpose shall not be accepted.
Bids shall be opened in the presence of the duly mandated bidders’ representatives wishing to attend the said opening session, on November 7, 2018 as from 01:00 P.M. prompt, (local time), in the Conference Hall of PNDP in Yaounde, at the venue referred to as “pont-dragages”, Door N0. 313 D.

A bidder may be awarded more than one lot. The date of entry into force shall be fixed as from December 1, 2018 as far as all lots are concerned.

The bid shall remain valid for a period of one hundred and twenty (120) days. All bids submitted after the deadline shall be rejected.
