Within the frame work of the execution of the 2018 budget of the Bamenda City Council, hereby launches under the emergency procedure an open National Invitation to Tender for the Supply of some vehicles to th e Bamenda City Council in three lots

The services of the contract comprise notably: 1 prado VX, 2 standard Pick-up 4X4 double cabin and 1 full option pick-up 4X4 double cabin

The estimated cost after preliminary studies is sixty million (60 000 000), forty-four million (44.000.000 and thirty-three million (33.000.000) inclusive of all taxes for 1; lot 2 and lot 3 respectively

The supplies are divided into two (3) lots defined as follows:

Participation in this invitation to tender is opened to all registered suppliers in the Republic of Cameroon with financial capability, technical and professional expertise in similar supplies.

The supplies, subject of the present Open National Invitation to Tender, shall be funded by the Bamenda City Council 2018 Budget, under the budgetary head 222 100.

The Tender file may be consulted at the Service of Public Contracts of the City Council located at Ngomham, room 15 in Bamenda within working hours from 7:30 am to 3:30pm as from the publication
of the tender notice.

The file may be obtained from the service of public Contracts of the City Council in Bamenda at Ngomham, room 15 as soon as this nitice is published against payment of the non-refundable sum indicated in the table below, payable into the Bamenda City Council Treasury under the budegetry head 712 101

Each offer or bid drafted in English or French in five (05) copies including one original and four(04) copies marked as such in accordance with the prescriptions of the tender file should be submitted to the services of Public Contracts of the City Council at Ngomgham, room 15 not later than 30th October 2018 at 12 noon local time and should carry the inscription:

The offers or the bids submitted after the stipulated deadline shall not be received

The maximum deadline fixed by the Contracting Authority for the delivery of the supplies subiect of this invitation to tender is two (2) calendar months per lot.

Each offer or bidder must include in his administrative document documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document N° 12 of the Tender File, of an amont indicated in the table below and valid for ninety (90) days as from the latest date of submission  of bids.

For fear of being rejected, documents in the administrative file must include only originals or true copies certified by the isuing service or competent administrative authorities in accordance with Pecial regulations of the invitation to Tender. These documents must be less than three (03) months old or established after the signing of the notice.

Any bid not in confirmity withthe prescriptions of the Tender File shall be decleared inadmissible. Especially the absence of a bid bond issued by a first rate bank approved by the Minister in charge of Incharge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.

The bids shall be opened in a single phase
The opening of administrative document, the technical and financial bids shall be done on 30th October  2018 at 1:00 pm local time by the internal Tender Board of the Bamenda City Council in the Bamenda City council library at commercial Avenue

Only bidders may attend or be represented by aduly mandated person.

 Eliminatory criteria:
- Absence or in-sufficient bid bond;
- sence or non-conformity of adocument in the administrative file-
- False declaration or falsified document'
- Non-respect of 3 essential criteria;
- Absence ofquantified unit price;
- Delivery deadline more than that prescribed.

Qualification criteria:
- Turnover;
- Supplier's references;
- Experience of supervisory staff;
- Manufacturer's authorization;
- Availability of spare parts;
- After-sales service;
- Presentation of the offer;
- Duration of delivery;
- Conformity to technical specifications;
- Presentation of the offer.

The Bidder presenting the lowest offer and fulfilling all the financial capacities required in the essencial and eliminatory criteria of the Tender file shall be attributed the contract

Bidders will be bound by their tender for a period of ninety (90) days with effect from the tender submission deadline
