Within the framework of the implementation of the activities of 'Contrat Plan' signed between the Government of Cameroon and SOWEDA, the General Manager of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Construction of a Documentation and Archives Centre within the prernises of SOWEDA Buea — South West Region,

2.Consistance des prestations New(Additif)

THE WORKS THAT ARE SUBJECT OA THE PRESENT TENDER SHALL BE IN 01(one) Lot.

The varions works to be executed are as follows:

- Preliminary works General earth works

- Foundation works Masonry works

- Concrete works Roofmg Ceiling work

- Metal works

- Tiling

- Electrification

- Plumbing and sanitation

- Painting and decoration

3.Cout Prévisionnel New(Additif)

The estimated cost of the works following prion studies is FCFA 30,000,000 (thirty million francs.

4.Participation et origine New(Additif)

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.

5.Financement New(Additif)

The works which form the subject of this invitation to tender shah be financed by the `Çontrat Plan Etat/SOWEDA 2016-2018' Budget: Line MINADER 2016.

6.Consultation du Dossier New(Additif)

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of General Affairs) during working hours (7.30 a.m. to 3.30 p.m.) Mondays to Fridays.

7.Acquisition du Dossier New(Additif)

The file may be obtained from the same address above, as soon as this notice is published against payment of a non-refundable fee of 50,000 (fifty thousand) francs CFA, into the CAS-ARMP Account N° 335 988 in any BICEC Bank Branch.

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of General Affairs) South West — Buea, against a receipt not later thon 18/07/2016 at 10.00 a.m. local time and labelled as follows:

Any document poorly drawn up or not bound shall be rejected.

9.Delai de Livraison New(Additif)

The maximum deadline for the execution of the works shah be 04 (Four) months from the date of issue of Service Order for the commencement of works.

Each bidder shah have to include in his tender a standard bid foret indicating costs exclusive of all taxes and taxes included and work execution deadlines.

10.Cautionnement Provisoire New(Additif)

Each bidder shah include in their administrative documents a bid security (in conformity with the

model given in the annex) amounting to FCFA 600,000 (six hundred thousand francs).

The bid security must be issued by a banking institution approved by the Ministry of Finance (see list in the annex).

11.Recevabilité des Offres New(Additif)

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of General Affairs) South West — Buea, against a receipt not later thon 18/07/2016 at 10.00 a.m. local time and labelled as follows:

12.Ouverture des Plis New(Additif)

The offers shall be opened in a single phase. The administrative, technical and financial bids shah be opened on 18/07/2016 at 11.00 a.m., local time by the SOWEDA Internai Tenders Board in the SOWEDA Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

13. Eliminatory Criteria

v Absence of an administrative document

v Falsified document or false declaration

v Uncertified diploma(s) of personnel

v Insufficient financial capacity

v Lack of proof attesting to the previous execution of contracts of similar nature

v Absence of attestation of site visit including a site visit report

v Absence of a valid bid security.

Essential Criteria

The following binary mode of evaluation shah be used:

Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.

14.Attribution New(Additif)

The contract shah be awarded to the bidder with the least fmancial offer after having qualified administratively and technically.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
