Within the framework of the execution of the PPRD Budget, the Mayor of Muyuka Council hereby launches an Open National Invitation to Tender by Emergency Procedure, FOR THE REHABILITATION OF THE MALENDE INTEGRATED HEALTH CENTER

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications

The estimated costs after preliminary studies stands at Seventy Million (70,000,000) FCFA.

Participation is open to ail duly registered Cameroonian enterprises with the necessary technical, financial and legal capacities and who are not under suspension by the authority in charge of Public Contracts.

The works which formed the subject of this invitation to tender shall be financed by PPRD Budget of the 2025

Interested eligible bidders may obtain further information during working hours as from 7:30 Am —3:30pm at the Technical Service in Muyuka Council

The complete tender file may be obtained from the Muyuka Council upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of: One hundred thousand (100,000) FCFA at the Muyuka Municipal Treasury. (7:30am to 3:30pm).

Each bid drafted in English or French in seven (07) copies including one original and Six (06) copies marked as such, should reach the technical service of Muyuka Council on or

before 02/07/2025 at 8:OOam local time and labeled. Envelope A : Administrative Document ;

Each bidder must include in his/her administrative documents a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) or Insurance company featuring on the list in Document 11 of this tender file of an amount of One million four hundred thousand (1,400,000) FCFA.

NB: It is set at 2 % of the estimated anumnt, all taxes inclusive, and with a validity period of ?fine (90) days from the date the bids are opened

The bids shah be opened in a single (01) phase on 02/07/2025 at 09:OOam local time by the Muyuka Council Internai Tender Board at the conference hall of the Muyuka Council Only bidders may attend or their duly accredited representatives with Power of Attorney.

15.1: ELIMINATORY CRITERIA

Bids shah be rejected when:

ü  There's absence of Bid Bond in the administrative documents

1 Failure to present absent document in the administrative offer 48 hours alter opening

ü  There's any fake document. False declaration or forged document

ü  Omission or change of quantified unit

ü  The enterprise hasn't been suspended by MINMAP

ü  There's absence of quantified unit price 15.2; MAIN QUALIFICATION CRITERIA: The criteria relating to the qualification of candidates will indicatively be on the following:

ü  Turnover of at least: 40,000,000 FCFA                                                           Yes / No

ü  Attestation of Solvency from a recognized bank not less than 35,000,000 FCFA Yes / No

ü  Enterprise's references                                                                                    Yes / No

ü  Methodology                                                                                                   Yes / No

ü  Availability of material and essential equipment                                               Yes / No

ü  Experience of supervisory staff                                                                        Yes / No

NB: Non-respect of two (02) of the Qualification criteria shall entai! rejection of the bill

NB: The marking scale for offers by scoring of points is banned in favor of the binary method (Yes or No). the number of "Yes" points shah be converted to percentage and

only Bids with technical mark of over 70% shall go through the financial analysis

16.                     AWARD CRITERIA

The Contract shah be awarded to the lowest bidder fulfilling the best technical and financial conditions.

Bidders shah be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.

Complementary technical information may be obtained from the private secretariat of the Mayor's Office Muyuka Council; from Monday to Friday between 7:30 am and 3:30pm.
