241, Article 222022, Paragraph 2813. It is a pluri-annual project and the amount made available for 2018 is 150,000,000 (One hundred amd fifty million) FCFA.

10.Delai de Livraison New(Additif)

The maximum deadline provided for by the Contracting A uthority for the execution of this phase of the project shall be thirty-six (36) months distributed at 12 months per annual allocation.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in bis Administrative Documents a bid bond of 9,800,000 (aine million eight hundred thousand) CFA francs. This must be issued by a bank recognized by the Ministry of Finance, as specified on Document 12 of this tender file and valid for thirty (30) days beyond the date of validity of bids.

Bids shall be opened in a single phase in the Conference Room of the Central Administration Building of the University of Buea, on 07/12/2018 at 1.00 p.m by the University of Buea Tenders Board in the presence of the bidders or their duly authorised representatives.

13. Eliminatory criteria:

- Absence of any administrative documents

- The absence of a bid bond and or Attestation for Bidding Purposes from CNPS

- Falsification of documents.

- Obtaining a Technical score of less than 28 on 40 yeses

- Average business turnover of less than 100,000,000 (one hundred million) FCFA, for the part three years as indicated in business licence for 2016, and certificates of non-indebtedness for 201 7 and 2018 Essential criteria:

Technical bids.shall be evaluated on the basis of essential criteria below using a binary (Yes/No) scale.

A - Presentation of tender: (Maximum 4 yeses)

B - References of the Enterprise- (Previous experience on construction projects) (Maximum 7 yeses)

C - Proof of availability of relevant equipment to be used for the project:(Maximum .5 yeses)

D -Quality of personnel for this project (presentation of signed, dated Curriculum Vitae

15.Attribution New(Additif)

The contract shall be awarded on the basis of the lowest bid fu [fil ling the technical and financial conditions.

16.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the tender submission deadline.
