As part of student medical check-ups, the Vice-Chancellor is launching a consultation for the acquisition of reagents for the systematic medical visits of students at the University of Bamenda for the year 2025, in a single lot.
The services include the acquisition of reagents for the systematic medical visits of students.
The estimated cost of the operation following preliminary studies is 22,000,000 (twenty-two million) CFA francs
Participation in this Quotation Request is opened to providers with proven experience in the field of laboratory equipment and reagents and who meet the qualification criteria specified in this Quotation Request File.
The services covered by this Quotation Request are funded by the 2025 autonomous budget of the University of Bamenda under the budgetary line item No. 461-220018-610310.
The physical file can be consulted free of charge at the offices of the Project Owner during working hours at the University of Bamenda (SIGAMP Service) upon publication of this notice.

The physical version of the file can be obtained at the SIGAMP Service at the Directorate of Development, Physical Plant and Infrastructure upon publication of this notice, upon payment of a non-refundable fee of 30,000 (thirty thousand) CFA francs payable in the ARMP Special Allocation Account (CAS) No. 10001 06860 33598860001 94, opened in the books of BICEC.
The electronic version of the Quotation Request (QR) file can also be obtained by free download on the COLEPS or PRIDESOFT platforms available at the aforementioned addresses for the electronic version. However, online submission is conditional upon payment of the Quotation Request file purchase fee.
The quotation must be submitted by the bidder on the COLEPS platform no later than 30/07/2025 at 12:00 a.m. The bidder should bring 02 copies of the bid during the opening section (one original and one copy). A backup copy of the quotation recorded on a USB key or CD/DVD must be submitted in a sealed envelope with a clear and legible indication of "backup copy," in addition to the mention below within the specified deadlines:

The bidder shall use compression software to reduce the size of the files to be transmitted if necessary.
Each bidder must attach to their administrative documents a bid security of 440,000 (four hundred and forty thousand) CFA francs, issued by a financial institution approved by the Ministry of Finance, the list of which is provided in the annex, and valid for thirty (30) days beyond the original validity date of the bids.
The absence of a bid security issued by a first-tier bank or financial institution authorized by the Ministry of Finance to issue guarantees for public contracts will result in the outright rejection of the bid. A bid security submitted but unrelated to the consultation in question will be considered absent. A bid security presented by a bidder during the bid opening session will be inadmissible.
Administrative documents, technical quotation, and financial quotation must be placed in separate envelopes and submitted in sealed packages.
The following will be deemed inadmissible by the Project Owner:
• Packages bearing indications of the bidder’s identity;
• Packages received after the deadline for submission;
• Packages not conforming to the submission method;
• Packages without indication of the tender identity;
• Non-compliance with the number of copies indicated in the QR or submission of copies only.
Any incomplete offer in accordance with the QR requirements will be declared inadmissible. Notably, the absence of a bid security issued by an institution or financial body approved by the Ministry of Finance to issue guarantees for public contracts or non-compliance with the QR document templates will result in the outright rejection of the quotation without recourse. A bid security submitted but unrelated to the consultation in question will be considered absent. A bid security presented by a bidder during the bid opening session will be inadmissible.
The bid opening will take place on 30/07/2025 at 1:00 p.m. sharp in the Conference Room of the Rectorate of the University of Bamenda.
1.1. Eliminatory Criteria
These include:
a) Failure to produce, within 48 hours of bid opening, a document from the administrative file deemed non-compliant or missing, other than the bid security;
b) Absence of bid security;
c) False declarations, fraudulent maneuvers, or falsification of documents;
e) Absence of a sworn statement of non-abandonment of a service execution in the last three years;
f) Non-compliance with the file format for online submissions;
g) Non-compliance with major technical specifications of the supply (to be listed);
h) Absence of a quantified unit price in the quotation;
i) Absence of an element of the financial offer (the bid, the BPU, the DQE, the SDP);
j) Non-compliance with the submission template;
m) Non-compliance with the submission method;
n) Absence of a dated and signed integrity charter;
o) Absence of a dated and signed commitment to comply with environmental and social clauses;
1.2. Essential Criteria
The essential criteria for qualifying bidders will include, but are not limited to:
a) Presentation of the offer;
b) Bidder’s references;
c) After-sales service (availability of spare parts, repair workshop, technical personnel), if applicable;
d) Financial capacity (access to a line of credit or other financial resources, turnover, financial solvency certificate);
e) Qualification and experience of personnel;
f) Logistical means;
g) Methodology;
h) Execution timeline.
The Project Owner will award the contract to the bidder whose offer is deemed compliant with the provisions of the Consultation File and evaluated as the most economically advantageous.
Bidders are bound by their quotations for ninety (90) days from the deadline set for the receipt of quotations.
