As part of the implementation of the Cameroon-EXIMBANK INDIA agreement on the industrialization of the cassava sub-sector in Cameroon, the Minister of Economy, Planning and Regional Development (MINEPAT) launches an restricted International Invitation to Tender in emergency procedure for the supply tractors with associated mountings and equipment for land management, planting, crop maintenance & harvesting and supply of maintenance equipment and spare-parts for fabrication unit.
The equipment and services to be supplied under this invitation to tender is broken down into two (2) lots as follows:

Services to be provided under this invitation to tender shall be financed by the Government of the Republic of Cameroon and Export-Import Bank of India cassava agreement Line Of Credit signed on SEPTEMBER 14, 2012.

The tender file may be obtained during working hours by potential local bidders or their designated representatives in Cameroon from Room 004 (Secretariat of General Directorate of Planning and Regional Development) of the Pink Bulding of the Ministry Economy, Planning and Regional Development, Yaoundé, phone : (00237) 222 23 3637, 222 23 00 80 as soon as this notice is published against the payment of a non-refundable sum of one thousand and eight hundred nineteen (1 819) US dollars one million (1 000 000) CFAF representing the fees for the purchase of the File into the Cameroonian Public Treasury.
However, for enterprises located in India, the said File could be available for those interested under no obligations, at EXIM BANK India, and all candidate wishing to Tender for the present Consultation, must have at first hand and before the submission of bids, paid the fees necessary for the purchase of the Tender File.
In this regard, the receipt delivered by the Cameroon Public Treasury attesting the payment of the fee will be handed to the President of the Central Tenders’ Board for General Supplies by each bidder before the opening of bids.
The receipt issued attesting to the payment should indicate the name of the company as well as being the representative of the company wishing to take part in the invitation to Tender.
Each offer drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Ministry Economy, Planning and Regional Development, Room 004 of the Pink Bulding (Secretariat of General Directorate of Planning and Regional Development), not later than 21 JAN 2019 at 12 am local time and should bear the inscription:

The duration of the execution of the supplies shall be twelve (12) months from the date of notification of the service order.
Place of delivery:
Place of delivery of the equipment is at the Tractor Assembly Pl ant of Ebolowa, situated in South region of Cameroon at around 450 km from Douala sea port.
Bidders shall provide a Tender guarantee issued by a Cameroonian first rate-bank approved by the Ministry in Charge of Finance featuring on the list in document 11 of the tender file valid for thirty (30) days beyond the validity of the offers an amount of:

The Bid Bond shall have a validity of 150 days from the date the bids are opened.
Under risk of being rejected, all administrative documents required must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.
These must not be older than three (3) months preceding the original date of submission of bids or must not have been established before the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible. This applies especially to the absence of a bid bond issued by a first-rate bank or financial institution approved by the Ministry in charge of Finance.
The bid opening session shall take place on 21-01-2019 at 1 pm local time by the Internal Commission for Procurement of the Ministry Economy, Planning and Regional Development.
Bidders should attend or should be represented by their mandated representatives. Only one Representative per bid is allowed.
The evaluation of tenders will be done according to the criteria defined in the Tender Document.
The contract shall be awarded to the bidder who submitted an acceptable file with the lowest financial offer.
Bidders shall remain committed to their offers for a period of One hundred and twenty (120) Days from the date of bid opening.
